The City Council of the City of Centerville held their regular <br />meeting on Wednesday, January 25, 1978 in the City Hall. Mayor <br />Prachar called the meeting to order at 7:00 Pm. Present were <br />Burque , Murray, Peterson, Attorney Hawkins. Absent: L' Allier . <br />Elmer Murray made a motion to accept minutes of meeting held <br />January 11, 1978, John Peterson seconded it, motion carried. <br />Revenue <br />Sharing check for <br />$958. has been <br />received by the clerk. <br />This is <br />the first payment <br />of Entitlement <br />Period Nine and has <br />already <br />been designated as <br />of September, <br />1977, <br />Bill Hawkins advised council he is now with Burke and Hawkins, <br />625 Highway #10, Blaine; 784-299$ and will still continue as <br />the City attorney. <br />Norm Fritchie introduced Bob Scarlett, project coordinator <br />for 911 emergency phone system and Mr. Scarlett made presenta- <br />tion as to the progress on the gll system throughout the U. S. <br />and advising the council that that 911 service would be avail- <br />able throughout Minnesota by 1986. <br />Mr. Jim Jakes of the Army Corps of Engineers appeared before <br />council regarding flood plain management in Centerville along <br />Clearwater Creek, The Army Corps of Engineers is acting as a <br />consultant for the Federal Housing and Urban Development in <br />determining a flood plain and flood fringe area for the City of <br />Centerville. The purpose is to get enough information to allow <br />the city to adopt a flood plain ordinance which would designate <br />land within the flood plain into floodway areas and flood fringe <br />areas, There were some questions on the elevations submitted <br />by Jakes and the council felt the cityengineer should look at <br />the report, <br />Walt Williams presented the council with 4 change orders on <br />the sewer project: (1) grading and ditching of road through <br />eastment #40 and 41 (Peltier Lake Road extension) $2,946.40; <br />(2) special water tight manhole casting, 10 each C $50 = $500.; <br />(3) material and labor to apply erosion control to Clearwater <br />Creek as ordered by Rice Creek Watershed $640.; (4) excavation <br />of city streets disturbed by sewer construction 4,822 cubic <br />yards C $.60 = $2,893.60. John Peterson made a motion accept <br />the 4 change orders, Fran Burque seconded it, motion carried. <br />Walt Williams also advised council of remaining costs due to <br />the sewer project and including the change orders would amount <br />to $26,195.28• <br />Mayor advised council of letter received from North Central <br />Public Service advising of an increase in the gas rates effec- <br />tive January 28, 1978 of approximately $15.90 per year to the <br />average space heating customer. <br />P g <br />John Peterson made a motion to authorize the clerk to contact <br />the fiscal agent to determine feasibility of investing outstanding <br />balance in the 1976--1 Sanitary Sewer Fund, Elmer Murray seconded <br />it, motion carried. <br />
