<br />STATE OF MINNES.OTA <br />COUNTY OF ANOKA <br /> <br />In the Matter of <br />Judicial Ditch No. 3 <br />for Washington and Anoka <br />Counties <br /> <br />PETITION FOR IMPROVEMENT PURSUANT <br />TO M.S. ~103D. 705 <br /> <br />TO: THE HONORABLE RICE CREEK WATERSHED DISTRICT <br /> <br />Petitioners respectfully represent and state as follows: <br /> <br />I . <br /> <br />The proposed project, hereinafter referred to as Clearwater <br />Creek Floodplain Reduction Project, is designed to replace and <br />upgrade the culverts on Anoka County Road 14, Br ian Dr ive, and <br />20th Avenue, all in the City of Centervil1e, Minnesota. In <br />addition, the project proposes cleaning and grading of <br />approximately 3000 lineal feet of Clearwater Creek upstream from <br />Anoka County Road 14. <br /> <br />The project is being done to reduce the flooding and <br />inudation of properties abutting Clearwater Creek and Judicial <br />Ditch No. 3 for Washington and Anoka Counties, between County Road <br />14 and the Eastern corporate limits of the City of Centerville. <br />In addition, the project will remove approximately 130 acres from <br />the floodplain. The flood elevation decrease shall vary between <br />approximately six feet at Anoka County Road 14 and approximately <br />1.5 feet at the eastern corporate limits at the City of <br />Centervil1e. <br /> <br />II <br /> <br />The properties affected by the proposed project are <br />incorporated herein and attached hereto by reference, marked as <br />"Exhibit A". <br /> <br />III. <br /> <br />The area of the Rice Creek Watershed District affected by the · <br />project includes a small portion of approximately 130 acres of the <br />42.5 square miles of the Clearwater Creek drainage basin, all <br />located within the City of Centervi1le, County of Anoka, State of <br />Minnesota. . <br /> <br />IV. <br /> <br />The proposed project is necessary to remove properties from <br />the regulatory floodplain and to facilitate drainage northward to <br />Peltier Lake by eliminating constrictions to flow at County Road <br />
