<br />Pursuant to due call and notice thereof the City Council of the <br />City of Centerville held a budget work session on Wednesday, <br />August 28, 1991 at the City Hall. Mayor Buckbee called the <br />meeting to order 6:08 p.m. Present: Burgstahler, Daria, Pelton, <br />Wiltlal~ber . <br /> <br />The City Council discussed the change in tax capacity of vacant <br />land versus R-2 and R-2A development. It was noted that by <br />utilizing Tax Increment Financing the City is losing <br />approximately $30,0000 - $40,000 in tax capacity, but gaining <br />$130,000 in Tax Increment Financing monies. The difference <br />appears to be worth continuing with Tax Increment Financing. <br /> <br />The City Council appeared to agree that their goal would be to <br />choose a levy and enforce spending to agree with it. It was <br />noted that the Consolidation review will include public hearings <br />at which each individual City is responsible for gathering their <br />own information and presenting it at the hearing. It was noted <br />that the citizens should know that there will be costs for this. <br />It is not determined at this meeting whether the cost for the <br />consolidation investigation shall take the form of an increase in <br />taxes or whether the money shall be taken out of a separate fund <br />such as capital improvement, etc. <br /> <br />The Public Works Department was discussed. The City Council <br />discussed concerns regarding qualifications, safety, liability, <br />water maintenance, personalities and was concerned that the City <br />Engineer is doing a lot of the Public Works Department duties. <br /> <br />Motion by Burgstahler, second by Dario to certify the 1992 Levy <br />in the amount of $338,500.00 to Anoka County with the notation <br />that the calculation is based upon the 1991 Tax Capacity Rate <br />with an adjustment for a decrease in Local Government Aid to be <br />received in 1992, motion carried unanimously. <br /> <br />Motion by Burgstahler, second by Pelton to hold the required 1992 <br />Budget Hearings on November 20, 1991 and if a successive meeting <br />is required the second shall be held on December 18, 1991, both <br />meetings shall be held at 7:00 p.m. at the City Hall, motion <br />carried unanimously. <br /> <br />Adiourn <br />Motion by Buckbee, second <br />session, motion carried <br />adjourned 7:00 p.m. <br /> <br />by Dario to adjourn the budget work <br />unanimously.
