Pursuant to due call and notice thereof, the City Council of the City of Centerville held a budget work session on Wednesday, August 21, 1991. Mayor Bl.ICkbee called the meeting to order at 7:00 p.m. Present: Burgstahler, Pelton, Wilharber, Daria. City Council reviewed proposed budgets for 1992. Financial Administration was discussed. It was considered to increase office hours to 8:00 a.m. to 4:00 p.m Monday through Thursday. The cost to increase hours to this level was estimated to be approximately $8,000. It appeared to be the consensus of the City Council to continue office hours 8:00 a.m. to 12:00 noon Monday through Thursday. It was suggested that the various Public Works general fund accounts be combined and then subdivided into categories that may be easier to read and understand. Staff will redraft the monthly financial statements for 1992 to reflect this change. Other accounts will be looked at to include subcategories so that it may be easier to determine the areas in which monies are spent. For example - list engineering fees as a subcategory. It was discussed that Centerville has always been very conservative with regard to saving dollars and then making major purchases. Most other cities (especially cities with levy limits) appear to bond or obtain equipment certificates for major expenditures. The City Council will consider this matter further in the future. It was noted that it appears that the City of Centerville will have no choice in going through the consolidation proceedings and process. It was noted that this will cost the City money and possibly this should be budgeted for. CIA noted that the City of Centerville incurred approximately $3,000 for the Lynda Peterson detachment request. Mayor Buckbee suggested that it is probable that the consolidation proceeding could cost in excess of $10,000. The City Council will consider where and how to budget for this expense at a future work session. The request of the Park and Recreation Committee for a budget amount in excess of $50,000 was discussed. It was noted that while the listed expendi t,ures and capital improvements appeared to be desirable, it would not feasible to increase the City budget by the requested dollar amount at this time. Motion by Buckbee, second by Burgstahler to hold the 'next budget working session on August 28, 1991, 6:00 p.m. at City Hall, motion carried unanimously. Motion by Burgstahler, second by Dario to adjourn, motion carried unanimously. Meeting adjourned at 9:04 p.m.
