He noted that seven property owners <br />originally petitioned for the improvement. There <br />appeared to be several legal issues to consider. He <br />advised that he had contacted nine bankers inquiring <br />about properties within the Flood Plain and all nine <br />bankers advised that they would require Flood Plain <br />Insurance from the home owner if that home was within <br />the flood zone. He advised that he felt there would be <br />a benefit to being taken out of the flood plain versus <br />staying in. He appeared to feel that the proposed <br />Flood Plain Reduction Project was worth while, but was <br />not prepared to adopt an assessment roll at this time. <br /> <br />Greg Hellings, City Attorney, advised that now that the public <br />hearing has been closed the residents and property owners would <br />have thirty days from the date of the adoption of the assessment <br />roll to file their appeal with the District Court. <br /> <br />Mayor Buckbee inquired as to whether Bome of <br />questionable benefit could be surveyed. <br /> <br />t.11e };lI'cJpe rt, i e~=~ <br /> <br />~ ; 1. <br />t~ 1 "(-1-j <br /> <br />John Stewart, City Engineer, advised that survey time would take <br />approximately one and one half days and the cost would be less <br />tllarl $1,000.00. <br /> <br />Motion by Burgstahler, second by Dario to authorize the City <br />Engineer to survey some of the residential properties in question <br />to obtain building elevations for a figure not to exceed <br />$1,000.00, motion carried unanimously. <br /> <br />Motion by Burgstahler, second by Daria to table consideration of <br />the adoption of the assessment roll for the proposed Flood Plain <br />Reduction Project until the next appropriate City Council <br />meeting, motion carried unanimously. <br /> <br />Motion by Burgstahler, second by Pelton to direct the City <br />Engineer to request an extension of the Contractor's bid for the <br />proposed Flood Plain Reduction Project, motion carried <br />unarlimously. <br /> <br /> <br />Motion by Pelton, second by Burgstahler to approve the Center <br />Hills Second Addition bond bid from Cronin and Company, Inc. in <br />the amount of $306,993, motion carried unanimously. <br /> <br />Motion by Pelton, second by Burgstahler <br />from FBS Investment Services, Inc for <br />ft@@U@t!@fi ~r@J@@t in the am@unt @t <br />llnanimously. <br /> <br />to approve the bond bid <br />the proposed Flood Plain <br />'~~4,~eOJ motion oarried <br />
