<br />Meeting Minutes - CC <br />Flood Plain Public Hearing <br />July 11, 1991 <br />page two <br /> <br /> <br />Carolyn Drude, Municipal Financial Advisor, was present to <br />explain the bid process and bids taken for the proposed Flood <br />Plain Reduction Project and the Center Hills Second Addition <br />Development Project. <br /> <br />Council members inquired as to what would happen if the money <br />were borrowed for the proposed Flood Plain Reduction Project and <br />the project were not to go through. <br /> <br />Ms. Drude advised that if the City does not do the project it <br />could invest the monies to be spent within the next three years <br />for another project under the same law or the City could declare <br />excess funds and defease the project. <br /> <br />Council members offered the following oplnlons: <br />Council member Burgstahler felt that the City should <br />still go ahead with the Flood Plain Reduction Project, <br />but that the assessment roll itself is still in <br />question. <br /> <br />Council member Pelton felt that with the process to <br />date the majority of the property owners are in favor <br />of the project. She felt that the appraisal was valid. <br />There is merit to the project, especially for the <br />property owners that would benefit. She is in favor of <br />proceeding with the project. She would like to digest <br />the exhibits given to the City Council tonight by <br />residents and make a decision at a future City Council <br />meeting. <br /> <br />Council member Daria advised that he felt he needed <br />more time in order to make a decision regarding the <br />project and the assessment roll. He felt that the <br />people who have flood insurance will benefit. He <br />thought that the Flood Plain Reduction Project would <br />bring more business into the community and help <br />everybody out. He appeared to feel that the City <br />should go ahead with the project, but should evaluated <br />the information given at the meeting. <br /> <br />Council member Wilharber noted he had only been on the <br />Council since July 3, 1991 and he would like to abstain <br />on the vote as of now. He advised that he could see <br />both benefits and negatives to the project. At this <br />time it appeared to Council member Wilharber that <br />benefits out weighed the negatives. <br /> <br />Mayor Buckbee appeared to feel that the <br />project would be of benefit to Centerville. <br /> <br />proposed <br />It <br /> <br />~ <br />
