<br />City Council Meeting Minutes <br />December 23, 1991 <br />page five <br /> <br />another contractor. <br />comparing bids in May. <br /> <br />He suggested obtaining proposals and <br /> <br />Mary Ayde of Lake Sanitation was present and advised the City <br />Council that if the contract was up in May,it would be renewed at <br />the option of the contractor and that it would not be the option <br />of the City to obtain "requests for proposals". She also <br />suggested that the City contact their Attorney to verify whether <br />the City can actually withdraw from the contract. Ms. Ayde also <br />noted that all other cities in Anoka County have a volume based <br />billing system except Centerville and that this is mandated by <br />Anoka County. <br /> <br />The City Council pointed out that the City of Centerville has <br />been trying to obtain a volume based proposal from Ms. Ayde since <br />1988 and did not receive the current proposal until receipt of <br />their packets last week. They also advised that Ms. Ayde had not <br />informed me that a volume based proposal for volume billing <br />proposal is required by Anoka County. They were disappointed in <br />the time frame in which to negotiate such a proposal. <br /> <br />Motion by Pelton, second by Buckbee to authorize a $1.00 increase <br />in the monthly billing of the current service for Friday pick-up <br />for the increase in tipping fees passed on the waste haulers, <br />contingent upon: <br />the Clerk/Administrator consulting with the City <br />Attorney to make sure that the City also has the option <br />to withdraw from the contract; <br />assurance that the $1.00 increase would not limit the <br />City's option to terminate the contract at any time; <br />if the above proves not to be to the advantage of the <br />City of Centerville the City Council will review the <br />authorization of the $1.00 increase in monthly service <br />to residents of Centerville at the next appropriate <br />City Council meeting, <br />motion carried unanimously. <br /> <br />NEW BUSINESS <br /> <br />LiQuor LicensinQ - 1992 <br />William Bisek and Greg Weiss appeared before the City Council <br />regarding Mr. Bisek.s application for liquor license as the new <br />owner of Kelly's Korner. Mr. Bisek advised that he is not <br />planning major change at Kelly's Korner at this time. He would <br />like the bar to be nice. Mr. Bisek advised that he does have <br />previous experience with regard to bar ownership and that his <br />number one business at this time is a landscaping business. Mr. <br />Bisek advised that he would like to purchase the establishment <br />for his retirement years to work on a full <br />
