<br />City Council Meeting Minutes <br />December 23, 1991 <br />page four <br /> <br />John Stewart, City Engineer, was present and noted that the Rice <br />Creek Water Shed will address the concern that all the property <br />is in the flood plain area and that the building will take up <br />flood storage that will have to be made up elsewhere. He noted <br />that the Flood Plain Reduction Project may affect the Rice Creek <br />Water Shed~s consideration or elevation of the building. He also <br />noted that it may be advisable to try to hold a public hearing <br />for the Flood Plain Reduction Project before the City Council <br />petitions for the building construction. <br /> <br />Rice Creek Water Shed 509 Plan - Centerville Status of Local <br />Water Plannina Efforts <br />A letter dated December 19, 1991 presented by Brian Miller, City <br />Engineer, was addressed regarding the Centerville Local 509 Plan. <br />The letter noted that it would be advisable to update the <br />Centerville Comprehensive Storm Drainage Plan to comply with the <br />requirements for Local 509 Plan requested by the Rice Creek Water <br />Shed District. <br /> <br />Motion by Pelton, second by Wilharber to authorize Maier, Stewart <br />and Associates to complete work as outlined in the letter dated <br />December 19, 1991 regarding the Centerville Local 509 Plan for a <br />cost not to exceed $5,000.00 meeting the deadline of October <br />1992, motion carried unanimously. <br /> <br />A copy of this letter is on file with the Clerk/Administrator. <br /> <br />Lake Sanitation - Revised Volume Based Billino Proposal <br />A copy of the proposed increase in the billing proposal is on <br />file with the Clerk/Administrator as provided to the City of <br />Centerville by Lake Sanitation. <br /> <br />Council member Pelton noted that she is a Solid Waste Liaison. <br />It appeared to be her recommendation that the City do increase <br />the monthly billing of solid waste pick-up by $1.00 as proposed <br />earlier in 1991 to offset the increase in tipping fees. She <br />appeared to feel that it would best to forgo the volume based <br />proposal at this time as it did not appear to be a good deal for <br />the residents of Centerville. She noted that the contract with <br />Lake Sanitation is up in May of 1992 and that the City may want <br />to consider "Requests For Proposals" and look at the needs of the <br />citizens. She suggested that it might be advantageous to send a <br />survey to the citizens to determine their needs. <br /> <br />Mayor Buckbee, also a Solid Waste Liaison, appeared to agree that <br />the volume based proposal as submitted did not appear to be a <br />benefit for the average Centerville citizen. He suggested that <br />there would be no need to confuse the residents at this time, as <br />it may possible in May that the City may be contracting with <br />
