<br />Meeting Minutes - CC <br />page two <br />November 23, 1991 <br /> <br />unanimously. <br /> <br />NBW BUSINESS <br />Resident concern - 7082 Progress Road <br />The City Council reviewed a letter from Peggy and Paul Anderson, <br />7082 Progress Road, regarding a water problem on their property. <br />The AndersonJs also submitted pictures and a survey of their <br />property. A copy of the letter, pictures and survey are on file <br />with the Clerk/Administrator. <br /> <br />The Anderson had put in a dra~ntile Spring 1991 to try to help <br />the drainage problem. The draintile was also installed across a <br />City street right-of-way and connected to an underground storm <br />sewer system. The City had requested that Mr. Anderson remove <br />the .draintile from the street right-af-way. The draintile was <br />removed and repair was done to the storm sewer connection. <br /> <br />Mr. Anderson advised that he had attempted to go <br />proper channels to obtain permission for the <br />installation, but that he did not receive much help. <br /> <br />through the <br />draintile <br /> <br />Mrs. Anderson noted that while the pipe was installed, it <br />alleviated the water in their backyard. <br /> <br />Clerk/Administrator advised that should the City choose to <br />address this concern as a public issue, the City would then be <br />accepting the responsibility of the storm water. <br /> <br />Other audience members present who spoke on this issue were: <br />Marcel Rivard, 7072 Progress Road; <br />Dorothy Rivard, 7072 Progress Road; <br />Harvey Cartier, 7048 Progress Road; <br />Lorraine Cartier, 7048 Progress Road. <br /> <br />Mr. Rivard noted that it is possible that if the curb were cut <br />down this could facilitate drainage of some of the water. <br /> <br />Motion by Pelton, second by Daria to request that the City <br />Engineer visit the Anderson property and make a recommendation as <br />to an appropriate correction in the most cost effective method; <br />the original draintile installation shall also be considered as a <br />possible solution, motion carried unanimously. <br /> <br />OLD BUSINESS <br />Lake Sanitation - Volume Based Billing/Increase Fee <br />Mary Ayde of Lake Sanitation appeared before the City Council to <br />withdraw her original proposal for volume based billing. A copy <br />of that proposal is on file with the Clerk/Administrator. <br />
