<br />CITY COUNCIL MEETING MINUTES <br />SEPTEMBER 25, 1991 <br />PAGE FIVE <br /> <br />ProDosed Peddlers License Ordinance <br />Mike Davis, 7156 Brian Drive, was present and expressed that in <br />his opinion the proposed Peddlers License Ordinance appeared to <br />be a good idea. <br /> <br />Circle Pines/Lexington Police Sergeant Robert Makela was present <br />and expressed that a Peddlers License Ordinance is a good idea. <br />It helps a city control sales persons within the city. <br /> <br />Motion by Dario, second by Wilharber to adopt Ordinance #53 an <br />ordinance defining transient sales and creating standards for the <br />issuance of transient sales licenses, motion carried unanimously. <br /> <br />Motion by Dario, second by Wilharber to adopt Resolution #91-xx a <br />resolution approving the fee structure for transient sales, <br />motion carried unanimously. <br /> <br />NEW BUSINESS <br /> <br />ReQuest for Block Party - Mike Davis - 7156 Brian Drive <br />Mike Davis, 7156 Brian Drive, was present to request the City <br />Council approve a request to have a block party for the residents <br />in the Hardwood Pond Estates development. Mr. Davis submitted <br />his request in writing to the City Council at the this meeting. <br />Mr. Davis noted that there would be grills along the curb of the <br />street between the hours of 5:00 p.m. and 6:00 p.m. There would <br />be no music. <br /> <br />Circle Pines/Lexington Police Sergeant Robert Makela expressed <br />concern about the consumption of alcohol in the street and <br />complaints about noise. <br /> <br />Motion by Buckbee, second by Dario to approve Mike Davis' request <br />for a block party on Saturday October 5, 1991 continent upon the <br />receipt of a signed petition from affected property owners and <br />that the residents comply with police controls, motion carried <br />unanimously. <br /> <br />A copy of the Mike Davis' written request for a block party is on <br />file with the Clerk/Administrator. <br /> <br />OLD BUSINESS <br /> <br />Center Hills. First Addition - Final Pay Estimate <br />Motion by Wilharber, second by Dario to approve the requested <br />Final Pay Estimate of Frattalone Excavating, Inc. in the amount <br />of $10,255.87 with the contingency that the following punch list <br />items be complete by October 30, 1991: <br />
