<br />CITY COUNCIL MEETING MINUTES <br />SEPTEMBER 25, 1991 <br />PAGE FOUR <br /> <br />Ms. Ayde responded that Elk River is the only landfill that can <br />be used within all of Anoka County. The contract with the Anoka <br />County has an annual escalation of 6%. Ms. Ayde also noted that <br />70% of Centerville is recycling. Ms. Ayde stated that although <br />she did not want to discourage Centerville's residents from <br />recycling, the recycling increases their costs. <br /> <br />Mayor Buckbee questioned Ms. Ayde on what measures Lake <br />Sanitation has taken to reduce their costs. <br /> <br />Ms. Ayde noted that they have taken a sharp pencil and have laid <br />off two people. Ms. Ayde noted that the bar codes for recycling <br />are close to being in place and that this will help cut costs. <br />Mayor Buckbee questioned Ms. Ayde when the last rate increase <br />was. <br /> <br />Ms. Ayde did not know the exact date, but estimated it to be one <br />or two years ago. She noted that it was the last time that the <br />tip fee was increased. <br /> <br />Council member Wilharber questioned how long the tip fee had been <br />in existence. Council member Wilharber also expressed that the <br />estimated tonnage per household seemed high. <br /> <br />Ms. Ayde noted that the tip fee has been in existence for two to <br />three years. Ms. Ayde noted that the estimated tonnage per <br />household is from Anoka County. <br /> <br />Mayor Buckbee noted that the rate increase is not contractually <br />timely. Mayor Buckbee questioned what would happen if the rate <br />increase was not approved until May of 1992. <br /> <br />Ms. Ayde noted that Lake Sanitation's deficit would increase. <br /> <br />Mayor Buckbee noted that this is a very sensitive issue. The <br />request for the increase was not according to the contract <br />between the City of Centerville and Lake Sanitation. The <br />contract allows for room for negations. Mayor Buckbee expressed <br />that he is opposed to the rate increase. <br /> <br />Motion by Wilharber, second by Buckbee to table <br />Lake Sanitation, Inc. request for an increase <br />household, per month until all City Council members <br />motion carried unanimously. <br /> <br />discussion of <br />of $1.00 per <br />are present, <br /> <br />Mary Ayde presented the City Council with a plaque from the Anoka <br />County Board of Commissioners acknowledging the Waste Abatement <br />Achievements of the City of Centerville for 1990. <br />
