<br />(D) Eligibility for employment. An incumbent mayor or council member may not be considered <br />for regular employment with the City unless such person has resigned from such elected office before <br />making application for employment. A former Mayor or Council Member may not be considered for <br />the positions of Administrator, Finance Director or Public Works Director unless at least 12 months has <br />elapsed since holding such elected office. <br /> <br />(E) Duties of Mayor. The mayor shall preside at meetings of the council and shall have a vote as a <br />member, except that the council shall choose from its members a mayor pro tem who shall hold office <br />at the pleasure of the council and shall serve as mayor in case of the mayor's disability or absence. The <br />mayor shall exercise all powers and perform all duties conferred and imposed upon the mayor by <br />ordinances of the city and the laws of the state. The mayor shall be recognized as the head of city <br />government for all ceremonial purposes, by the courts for serving civil process, and by the governor for <br />purposes of marital law, but shall have no administrative duties unless specifically ordained. The <br />mayor may deliver messages to the council and the public, including a comprehensive message on the <br />annual state of the city. <br /> <br />(F) Duties of the Council. The council, including the mayor sitting as presiding officer of the <br />council, shall exercise all powers and perform all duties conferred and imposed upon its members by <br />ordinances of the city and the laws of the state. Consistent with the responsibilities to accept <br />considerable leadership over the general conduct of city affairs, the members shall study the operations <br />of the city government, and recommend desirable changes and improvements to the council. To that <br />end the members must perform all of the duties of office including but not limited to attendance at all <br />regular and special meetings to the council, and all attendant and supporting duties such as service on, <br />or liaison to committees of city government or city services, serving as public representatives of the <br />city, and by generally educating themselves about the affairs of government by listening and <br />responding to members of the community. <br /> <br />(Revising and striking previous text 7-26-06; amended 8-9-06.) <br /> <br />~ 30.03 ADMINISTRATOR. <br /> <br />(A) Generally. The Administrator shall have the duties and responsibilities set forth below. <br /> <br />(B) Duties. The Administrator shall: <br /> <br />(1) Direct the administration of city affairs as provided by City Council action, state and <br />federal statutes, and coordinate with the City Council in the administration of city affairs; <br /> <br />(2) Perform all functions of Clerk and Treasurer imposed by state law and city ordinances; <br /> <br />(3) Coordinate and enforce all ordinances, regulations and law enforcement policies ofthe <br />City Council and all laws of the state applicable within the city; <br />
