<br />Planning & Zoning Commission <br />September 2, 2003 <br />Meeting Minutes <br /> <br />3. Sedona Homes Variance Request (7035 20th Avenue) <br /> <br />Chair Hanson opened the public hearing at 6:36 p.m. <br /> <br />Chair Hanson asked if Staff had taken a look at another development built by Sedona <br />Homes and the parking lot situation. Ms. Moore-Sykes indicated that Staff had toured <br />another development and the lot was 2/3 full. <br /> <br />Chair Hanson asked how many parking spaces that development had compared to the <br />proposal. <br /> <br />Mr. Kellier, Sedona Homes, addressed the Commission and explained that the <br />development toured is 17 units with 131 total parking spaces. He then said that the <br />square footage of that development is approximately 2,576 and the one proposed for <br />Centerville is 2,400. <br /> <br />The Commission discussed the parking lot requirements and determined that it was <br />appropriate to use the ground floor square footage when determining the parking lot <br />requirements. <br /> <br />Commissioner Wilharber asked what would be on the second floor. Mr. Kellier indicated <br />the second floor is 1200 square feet for a second story of the main floor office not <br />residential housing. <br /> <br />The Commission agreed that no variance for the parking lot is needed. <br /> <br />Commissioner Kilian questioned whether the City needed to account for the upper floor <br />square footage for parking spaces. <br /> <br />The Commission discussed it but determined, due to ADA requirements, that there would <br />not be office space on the second floor and that it does not warrant parking spaces for that <br />upper floor square footage. <br /> <br />Chair Hanson asked if the outlot is to be wild or mowed grass. Mr. Kellier indicated the <br />area is a drainage and utility easement. He then said it would be left as wild grass and not <br />maintained because there are times when it is wet but said the landscaping would <br />continue to the edge with trees planted to provide a screen between the building and the <br />pond. <br /> <br />Chair Hanson expressed concern with drainage and discussed with the developer the <br />elevations of the property and whether there is potential for water runoff to adjoining <br />parcels. Mr. Kellier indicated that the site would be graded according to the requirements <br />and a holding pond created on site. <br /> <br />Chair Hanson asked if the developer discussed a dual entrance with the County. Mr. <br />Kellier indicated he had asked them but was told no so he plans to have a wider entrance <br /> <br />Page 3 of5 <br />
