<br />building. Council Member Broussard Vickers indicated Mr. Drilling needed to provide <br />Council with landscape and grading plans and specify exterior building color at the next <br />meeting. <br /> <br />Mayor Swedberg questioned whether there would be exterior lighting at the building. <br />Mr. Drilling indicated the lighting would be the same as the other building. <br /> <br />Council Member Nelson commented the lighting at the other building has worked well. <br /> <br />Mayor Swedberg questioned whether the doorways would be wide enough for a wheel <br />chair to pass through. Mr. Drilling explained state law required all buildings to be <br />handicapped accessible. <br /> <br />Council Member Broussard Vickers questioned whether Mr. Hoeft would be drafting the <br />developer's agreement. Mr. Hoeft indicated Council would approve the site plan subject <br />to an approved developer's agreement at the next Council meeting. <br /> <br />Council explained Mr. Drilling would need to provide a plan for landscaping, including <br />the style and height of fence, a grading plan, elevation of all sides of the building, <br />specifics for the service area on the property, and a plan showing the colors and types of <br />materials to be used for the building. Mr. March suggested Mr. Drilling apply for his <br />Anoka County access permit. <br /> <br />3. Anoka County HRA Budget for Chauncey Barett Gardens <br /> <br />Mr. March noted the copy of the operating budget for Chauncey Barett Gardens found in <br />Council packets was for informational purposes only to make Council aware of the City's <br />name being on the essential function bond that financed the project. <br /> <br />4. Cost of Living Increase <br /> <br />Mayor Swedberg explained at the beginning of each year Council adjusts the payroll <br />chart to reflect a cost of living adjustment to the wage schedule. Based on information <br />gathered from numerous cities and it appears that three percent (3%) is the average. <br /> <br />Council Member Capra questioned whether the surveyed communities used three percent <br />(3%) for just cost of living or did that percentage include normal step increases. Mr. <br />March indicated the three percent (3%) was only a cost of living increase. Mayor <br />Swedberg noted the three percent (3%) increase was in line with federal agencies. <br /> <br />Motion by Council Member Travis. seconded by Council Member Broussard <br />Vickers to approve a three percent (3%) cost of livin!! increase as presented to <br />Council. All in favor. Motion carried unanimously. <br /> <br />5. 2001 Fee Schedule (Resolution #01-001 ) <br /> <br />Mr. March noted the items highlighted on Council Member's copies of the fee schedule <br />had been adjusted already. Fees can be increased at any time during the year but the City <br />has always made a point to review fees at the beginning of the year. <br /> <br />Page 13 of 18 <br />
