<br />June 27, 2001 <br />Council Meeting Minutes <br /> <br />. <br /> <br />Mr. Tom Wilharber, 6949 Centerville Road, stated that he had received six (6) <br />different proposals on assessment amounts from the City, each being different. <br />Mr. Wilharber reviewed same and stated that services would not be at his property <br />until 2006 and it was a rather larger amount of assessments. Mr. Wilharber stated <br />that there would be no present benefit to the Wilharber Estates. <br /> <br />Council Member Capra stated that she had completed research on assessments <br />and stated she had heard of large assessments on farms and Green Acre properties <br />being deferred until the property was sold. Mr. Wilharber stated that this would <br />be Council decision. <br /> <br />Mayor Swedberg questioned the request of Council this evening. Mr. Hoeft <br />stated that this is a public hearing and no action was needed at this time. Mr. <br />Hoeft stated that this was an opportunity for those property owner that would be <br />affected by the assessments and benefit from the services to be heard. <br /> <br />Ms. Karen Marty, attorney for Ground Development, stated that she was before <br />Council to request that they treat Ground Development similar to other developers <br />that have been before the City. Ms. Barney requested that the Council consider <br />past developments and assessments when moving forward with this item. <br /> <br />Ms. Marty stated that Council may choose to defer assessments on farms and <br />green acre properties. Ms. Marty stated that she had spoken with a representative <br />from the Metropolitan Council who indicated their willingness to allow this <br />property into the MUSA prior to 2006. Ms. Marty again requested that Council <br />consider the Pheasant Marsh development uniformly. <br /> <br />Mr. Terry Hannah, Ground Development, reviewed the Pheasant Marsh <br />assessments along Centerville Road and the various options available to the <br />Council. Mr. Hannah reinforced the fact that Ground Development would like to <br />see uniformity in the assessment policy from the City. <br /> <br />Mr. Gerald Wilharber, 3539 Glen Oaks, White Bear Lake, questioned the present <br />benefit the services would provide to the Wilharber Estate. Mr. Peterson stated <br />that the property would gain access to water and sewer along the east side of <br />Centerville Road. <br /> <br />Mr. Gerald Wilharber questioned additional fees associated with acqumng <br />services from the east side of Centerville Road. Mr. Peterson indicated the <br />additional fees would include a boring fee of $25 per foot across Centerville Road <br />along with stub fees. <br /> <br />Mr. Tom Wilharber indicated that Ground Development is looking for uniformity <br />but stated the developer is gaining immediate sewer and water access while his <br />property would not, as stated in the City's Comprehensive Plan. Mr. Wilharber <br />requested that Council consider the vision of the City with this development. Mr. <br />Tom Wilharber stated that he understands that the Metropolitan Council is willing <br />to modify the MUSA for his property prior to 2006, but stated that there is also a <br /> <br />Page 2 of 12 <br />
