Mr. Wilharber cautioned Council as they <br />considered future developments in conjunction with the vision of the City. <br /> <br />Council Member Travis acknowledged Mr. Gerald Wilharber's comment as the <br />property would not have access to sewer and water on the west side of Centerville <br />Road through the assessment fee and that it could not be accessed until 2006. <br /> <br />Council Member Nelson stated she felt the value to the property would be <br />increased with sewer and water, even if it was in the distant future. She indicated <br />she desired Council to comply with the Comprehensive Plan and not push sewer <br />and water through before recommended. <br /> <br />Council Member Nelson explained she would like to see uniformity with the <br />assessments in the City as well. She stated she would consider a deferral as this <br />was an agricultural portion of land and owned by senior citizens. <br /> <br />Council Member Broussard Vickers asked if Tom Wilharber owned all lots within <br />Wilharber Estates. Mr. Wilharber stated he owned one lot, and the others were a <br />part of the Wilharber Estate. He indicated the lots within the Wilharber Estate <br />were both green acres. <br /> <br />Council Member Broussard Vickers questioned if green acre properties are <br />exempt from paying assessments. Mr. Hoeft stated this was the case. <br /> <br />Council Member Broussard Vickers reviewed the assessment policy that the <br />Council used for Hunter's Crossing. She noted the developer of Hunter's <br />Crossing was made to pay 50% of the total assessments. Council Member <br />Broussard Vickers explained she felt Ground Development should be charged as a <br />landowner and developer with this assessment. <br /> <br />Council Member Broussard Vickers indicated she would be in favor of the <br />Wilharber Estate deferring their assessment in total or passing off this assessment <br />until 2006 when the services would be accessible. <br /> <br />Council Member Capra noted she spoke with neighboring community's <br />assessments on properties that are green acres and owned by senior citizens. She <br />noted she was in favor of deferring assessments on this property as this parcel <br />meets both qualifications. <br /> <br />Mayor Swedberg read through a prepared document concerning development <br />assessments. He explained the importance of being fair and equitable with all <br />residents. Mayor Swedberg also mentioned the importance of maintaining the <br />small-town feel of the City of Centerville. He questioned who benefited from <br />development. <br /> <br />Mayor Swedberg indicated deferring the assessment on the Wilharber property <br />would only pass the bill along to all other residents.
