Search Process and Plan for the Vacant City Administrator Position <br /> <br />Council Member Capra questioned whether any current Council Members were serving <br />at the time of Mr. March's hiring. No members reported. <br /> <br />Council Member Nelson stated that Council used the executive search firm of Brimeyer <br />to secure Mr. March for the position. Council Member Nelson stated that on July 12, <br />2001 she had received several calls from Staff stating that they had concerns regarding <br />the interim period i.e., who is their boss, etc. Council Member Nelson stated that Mayor <br />Swedberg suggested that she obtain information from the League of Minnesota Cities <br />(LMC) in regards to the hiring process in similar situations. Council Member Nelson <br />stated that the LMC forwarded names of executive search firms. Council Member <br />Nelson narrowed LMC selection to three (3) firms that are located in Minnesota and have <br />web sites. Council Member Nelson researched same on the internet. Council Member <br />Nelson presented same to Council. Council Member Nelson stated that in her work <br />experience, usually an individual is appointed in an acting capacity during the interim <br />period and felt that the hiring process would take approximately two (2) months unless <br />Council decided to handle the process on their own through local advertising, word of <br />mouth, etc. Council Member Nelson stated that it was her feeling that the City <br />Administrator's position was the highest position within the City. Council Member <br />Nelson stated that she would like to ensure that Council does the best that they could to <br />secure the most qualified applicant by utilizing the services of any of the provided <br />executive search firms. Council Member Nelson stated that two (2) of the firms <br />specialized in governmental individuals, (Brimeyer and DMG-Maximus). Council <br />Member Nelson stated that Council needed to determine whether they would utilize an <br />executive search firm and the possibility of appointing an individual in an acting capacity <br />during the interim. Council Member Nelson stated that it has' been her experience that if <br />a staff member is appointed in the acting capacity, it has the possibility of creating unique <br />problems with staff during the period and following the period of appointment.
