<br />July 13, 2001 <br />Emergency Council Meeting Minutes <br />capacity is not eligible for the position, but rather hired in the sole capacity of managing <br />staff during the interim period. <br /> <br />Council Member Nelson reported that she had spoken with City Attorney, Mr. Jim Hoeft <br />who agreed with the utilization of any executive search firm on the list provided by the <br />LMC. Mr. Hoeft stated that Council had two (2) choices during the interim period, one <br />would be to appoint a current staff member in the acting capacity or the hiring of a <br />temporary, interim City Administrator who would be a part time consultant who would <br />manage staff; etc. <br /> <br />Council Member Nelson stated that Mr. Hoeft recommended several individuals that <br />would be interested in the temporary interim City Administrator position. Ms. Hoeft <br />stated that currently, both individuals are employed part time with the City of Columbia <br />Heights. Council Member Nelson stated that the individuals were Mr. Randy <br />Schumacher and Mr. Mark Nagel Council Member Nelson stated that she had spoken <br />with Mr. Schumacher and found him to be helpful. Mr. Schumacher was also aware of <br />two individuals that were between positions who may be interested in same. Council <br />Member Broussard Vickers stated that Mr. Schumacher was the previous Lino Lakes <br />City Administrator. Council Member Nelson stated she was unaware of Mr. <br />Schumacher or any of the other individuals. <br /> <br />Council Member Travis questioned whether there was any member of Staff interested in <br />the position, interim or permanent. Council Member Nelson stated she did not believe <br />anyone on Staff was qualified for the position. Council Member Travis stated that he did <br />not believe there needed to be much qualification for the interim period. Council <br />Member Nelson stated that the interim position would not and that is a possibility, or <br />having two (2) individuals. <br /> <br />Council Member Capra stated that her concern was that currently the City is under staffed <br />and unable to keep up with daily responsibilities, summer vacations, etc. Council <br />Member Capra questioned whether there was enough support in the office currently and <br />if someone gains more responsibilities, even in an interim situation. Council Member <br />Capra believes personally the City is short staffed, even with Mr. March employed. Ms. <br />Capra stated that the City needs additional Staff in clerking or answering the phone. Ms. <br />Capra questioned the feelings of Clerkffreasurer, Ms. Teresa Bender. Ms. Bender stated <br />that as they had spoken previously, the City is under staffed and an additional individual <br />to answer the telephone, assist customers at the window was needed. Ms. Bender also <br />stated that she had spoken with Building Official/Public Works Director Mr. Paul Palzer <br />in regards to an interim individual. Mr. palzer stated that in his opinion current Staff <br />could do without an interim. Ms. Bender stated that she believed that current Staff could <br />assist residents with questions, if Staff is unable to complete same, Staff can utilize the <br />assistance of the City Engineer and the City Attorney. Ms. Bender felt that depending on <br />the length of the interim period, Staff could operate the City efficiently. Ms. Bender did <br />request that if this avenue was taken that Council consider the hiring of an individual to <br />answer the telephone, assist customer at the window, issue permits, etc. Staff has been <br />battling with Ms. Lien assisting the Parks and Recreation Committee and how much time <br />same consumes and takes away from her day-to-day responsibilities, Ms. Sweeney <br />assisting the Economic Development Committee (EDC) and how much time same <br /> <br />Page 3 of 15 <br />
