<br />February 28, 2001 <br />Council Meeting Minutes <br /> <br />would acknowledge same, not act on it and place the complaint on the next meeting's <br />agenda for discussion. <br /> <br />Council Member Broussard Vickers stated that she would like to see something in <br />writing from residents or business owners concerning the complaint. If a resident refuses <br />a written complaint, a Council Member could relay the information to Council for <br /> <br />discussion on the resident's behalf. Council Member Broussard Vickers also stated that <br />she believed anyone who requests that Council formally discuss an issue, should be <br />willing to put their concerns in writing. <br /> <br />Mr. Hoeft suggested shying away from relaying information for someone as the Council <br />Member could get into the "hot seat" if a resident later recants and states that they never <br />made the complaint. It is far better to have the resident come before Council with their <br />complaint. <br /> <br />Mayor Swedberg stated he disagreed with Mr. Hoeft and Council as he thinks people's <br />privacy is very important, however, he would go along with Council's desires on <br />complaint procedures. <br /> <br />10. Planning and zont~~ fommission Training <br /> <br />Mr. March reported he had provided information in Council packets concerning resources <br />for training for Planning and Zoning Commission Members. Mr. March explained that <br />the information would be forwarded to the Commission in their packets. <br /> <br />Mayor Swedberg stated that he desired that the City pay for AP A membership for all <br />Planning and Zoning members. Mayor Swedberg encouraged Council to attend the <br />League of Minnesota Cities annual meeting in June. <br /> <br />Council Member Broussard Vickers stated she had participated in several classes in the <br />past and that they were good, however, she expressed a desire to participate in training <br />sessions that took place on Saturdays so that same would not interfere with work <br />schedules. <br /> <br />Mayor Swedberg requested that Mr. March investigate whether GTSI would provide on <br />site training. . <br /> <br />11. Resolution #01-005 - Accepting Downtown Feasibility Study <br /> <br />Mr. March stated that the Resolution is the next step in the process following the receipt <br />of the petition from downtown property owners for utilities and streetscaping in the area. <br /> <br />Council Member Capra questioned whether Centerville Elementary would be assessed <br />for water services they already have. Mr. Peterson stated that the school would be <br />excluded from the assessment roll. Council Member Capra questioned whether the <br />Public Works site located at 1694 Sorel and the Turcotte property would also be excluded <br />from same and its ramifications. <br /> <br />Page 8 of 14 <br />
