February 28, 2001 Council Meeting Minutes Mr. March stated that the primary issue is whether it is feasible to run utilities to the downtown area. The hearing would bring resident input. Motion by Council Member Broussard Vickers. seconded bv Council Member Nelson to waive the readinl! and approve Resolution #01-005. a resolution receivinl! the report and callin~ for a hearinl: on water main extension and streetscapinl! for the downtown area. All in favor. Motion carried unanimously. 12. Committee Liaisons Council Member Capra referred to the information she submitted in Council packets concerning a synopsis of what type of decision would be made in regards to what form of liaison role the Council would have with committees/commissions. Council Member Nelson stated she was concerned for a liaison acting on their own at a meeting. Council Member Broussard Vickers stated that the Planning and Zoning Commission and '.'-,: -. Parks and Recreation Coriuuittee both desired liaisons. The Economic Development Committee (ED C) had stated they desired a liaison in the capacity of being called upon when needed. Council Member Broussard Vickers stated that individuals that serve on committees/commissions are volunteers and to request that they attend a Council meeting is requesting a bit too much. Council Member Broussard Vickers also stated that her impression of a liaison is to give a more general feel as to how to arrive at a decision that needs to be made. A liaison may be privy to information the committee/commission may not be and may have the ability to steer the committee/commission down the correct path to ascertain the most responsible decision. Council Member Capra stated that one (1) of the members of EDC had stated the necessity for rotating liaispns. Council Member Capra stated she had learned that committee/commission members received a stipend. Council Member Capra stated that she desired to empower committees/commissions and have a representative attend Council meetings to forward communications and status reports. Council Member Capra also stated that she had received comments that the liaison takes over the meetings and almost acts as Chair at times. Council Member Capra desired to increase the current stipend of $10 per meeting attendance. Mr. Ray DeVine, 1837 Revoir Street, stated that he was present at the Joint CouncillPlanning and Zoning Commission meeting and it was clear that the Commission desired to retain having a liaison at their meetings. Mr. DeVine commented that liaisons were also desired for both Parks and Recreation and Fete des Lacs Committee. Mr. DeVine stated that he cannot understand how Council could even consider dropping the liaisons when 95% of th~ people at the meetings desire to retain same. Council Member Travis concurred with Council Member Broussard Vickers comments regarding requesting volvnteers to spend additional time attending Council meetings. Page 9 of 14
