City of Centerville
Council Meeting Minutes
January 8, 2003

North Metro Telecommunications Commission Representative ~ Council Member Capra.

Alternative - Council Member Broussard Vickers.

Tri-City Police Department Commissioners ~ Mayor Sweeney

Economic Development Committee
Council Member Broussard Vickers asked that two committee members who have not
attended regularly be removed from this committee. She indicated they have had trouble
reaching a quorum because of poor attendance.

Council Member Capra stated she was opposed to that. She indicated she has a problem
with the way some members have conducted themselves in the community, stating
specific examples. She would like to have a letter sent to all committee members
expressing that if they are going to make comments to the public they need to clarify they
are personal comments and not those ofthe Committee or Council.

Council Member Broussard-Vickers agreed, but indicated the two she requested be
removed had received letters and have not responded. Council Member Capra said she
had seen only one letter, not two. Council Member Broussard-Vickers indicated without
removing both members the committee stands the potential of not having a quorum again
this year. Mayor Sweeney agreed.

Council Member Broussard-Vickers stated the letter will need to be very clear that they
need to separate their personal opinions from the Committee or Commissions position.

Economic Development Committee Council Member Liaison - Council Member Jeff
Paar.

Ms. Moore-Sykes indicated that Suzanne Seely should be added to the Parks and
Recreation Committee roster.

Parks and Recreation Committee Council Member Liaison - Council Member Tom Lee.

Ms. Moore-Sykes noted that Planning and Zoning Commission Member Mary Jo
Helmbrecht has resigned.

Planning and Zoning Commission Council Member Liaison - Council Member
Broussard-Vickers.

Mayor Sweeney read the Staff/Contracted Services appointments as presented.

Council Member Broussard Vickers asked if Ms. Laura Powers had been consulted about
her appointment as Health Officer. Council Member Lee stated he is aware she is having
health issues and should be consulted. It was decided she would be appointed, then
contacted to determine if she chooses to continue in this capacity.

Page 13 of20
