City of Centerville
Council Meeting Minutes
January 8, 2003

. Water tower
. County Road 14
. Dredging ponds
. Community Center
. Anchor Business

Council Member Paar stated that he has a two-year old son and they frequently use the
Shoreview Community Center. It has a pool, racquetball facilities, meeting rooms, etc.
and he feels the City could benefit greatly from a similar facility. He thought the City
could also benefit from an anchor store such as Cub or Econofoods, adding additional
conveniences such as a pharmacy. He stated that being seen from 35 would be beneficial
and the County Road 14 project would help. He feels the area needs this type of retail
development rather than having everyone go to Forest Lake. He felt this would tie in
smoothly with a Community Center and help the tax base. He stated he was glad he had
been named liaison with the EDC so he can help facilitate some ofthese things.

Mayor Sweeney stated this would happen when the EDC was holding more consistent
meetings. He noted Lino Lakes has the freeway comer and they may need to work with
them.

Ms. Moore-Sykes stated that 21st Avenue is on the goal list for next year. Council
Member Capra stated that when she spoke with Mr. Fisher of Anoka County, he stated
that even though County Road 14 is a large project, 20th Avenue redevelopment is larger.
She added Columbus Township is doing massive expansion and stated 21 st Avenue is not
on the books yet.

Council Member Lee asked if an update on the historic area could be included on the next
agenda.

Council Member Capra stated that they had received approval to send an additional letter
to 25 people asking for information. She indicated that they have a postcard to send
back, and could track to do follow up with those that do not respond. She stated they
have the ability to define the area and have contributing and non-contributors within the
defined area. Non-contributors would not have to comply with all of the restrictions of
the area. She stated she is concerned with the health and welfare of the citizens, noting
some homeowners, even if they received market value, would have a hard time finding
another home in Centerville.

Ms. Moore-Sykes indicated she would provide the Top 10 goals at the next meeting for
the Council to rate.

Council Member Paar indicated he may not be present at the next meeting due to a
pending vacation.

Next meeting scheduled for January 22,2003.

Page 19 of20
