<br />Centerville City Council <br />February 12,2003 <br />Meeting Minutes <br /> <br />City Engineer Peterson indicated it may be a good idea to hold an informational <br />neighborhood meeting to discuss the affect of water being brought to this development as <br />45 to 55 people are affected. <br /> <br />Council agreed to schedule the neighborhood meeting for February 27,2003 at 6:00 p.m. <br />and asked that Mr. Palzer and Ms. Moore-Sykes attend the meeting. <br /> <br />2. NPDES II Permit Update <br /> <br />City Engineer Peterson indicated his firm is working on the NPDES Permit. Ms. Moore- <br />Sykes indicated that the City has submitted its list of best management practices and has <br />been granted a one-month extension to comply. She then indicated Council would <br />review the information for approval at the second meeting in March. <br /> <br />3. Centerville Lions - Fete des Lacs <br /> <br />Mr. Greg Kieselhorst, 7155 Brian Drive, addressed Council and requested funds on <br />behalf of the Lions for the 2003 festival. He then indicated he had called the City and <br />asked for an itemized expense report for the 2001 City festival as there was some <br />contention on that with regard to the figures. He then handed out information to Council <br />and clarified that the operating loss, or the cost to provide the festival to the City was <br />$15,112. <br /> <br />Council Member Capra indicated the $34,000 was over several years. <br /> <br />Mayor Sweeney clarified that there were donations that were received and provided to <br />the City but, due to the fact that the funds were not properly allocated to the Festival <br />account, it appeared there was a $34,000 contribution by the City when that was not the <br />case. He further commented that nearly $20,000 was raised in donations to help fund the <br />festival in 2001 and same was operated by the Fete des Lacs/City Celebration Committee. <br /> <br />Mr. Kieselhorst provided a draft of the budget for this year's festival for Council review. <br />He then said the Lions would like the City to contribute $20,400 toward the cost of the <br />festival. He further indicated that there is an account at Main Street bank where the funds <br />could be deposited and noted that any donations received would be used to offset the cost <br />to the City. <br /> <br />Council Member Capra indicated that over the years the City had issues with the money <br />coming in and the cash changing hands and previous Council wanted to pay a flat fee and <br />have the City limit liability and that is where she stands. She then said she would not be <br />opposed to paying $10,500 for the parade and fireworks but does not want to front <br />anything more than that. <br /> <br />Council Member Lee asked if revenues generated from concessions would go into that <br />checking account. <br /> <br />Page 4 of 15 <br />
