<br />City of Centerville <br />September 24, 2003 <br />Council Meeting Minutes <br /> <br />Council Member Lee indicated his only hesitation would be because it is unknown what <br />will happen with Main Street. <br /> <br />Council Member Capra indicated she had no issue with Resolutions 49, 50 and 51 but <br />would like to table 52. <br /> <br />City Attorney Hoeft indicated that the Joint Powers Agreement with the City of Lino <br />Lakes indicates that Centerville shall have the right to comment on the project, the right <br />to review and approve final plans and specifications prior to advertising for bids. He then <br />indicated that Resolutions 49 and 50 approves the plans and specifications so the <br />argument may be lost that the City of Lino Lakes went forward at its own risk before <br />approval so the question becomes who pays for what and how much. <br /> <br />City Attorney Hoeft recommended making the determination as to whether to proceed <br />with this project before approving any of the Resolutions. <br /> <br />Mayor Sweeney indicated the amount is budgeted and was expected to be higher and he <br />feels it needs to be done. <br /> <br />Council Member Capra indicated she has more questions as she just got this tonight and <br />would like to have the property owners review the appraisal and be better prepared for <br />the assessment hearing. <br /> <br />Council Member Broussard Vickers indicated the City does not give anyone else more or <br />less time for considering assessments. She then said that her question is whether or not <br />she feels like she wants this for the City with her vote on behalf of residents based on <br />what is best for the City as a whole. <br /> <br />Council Member Capra indicated she had no problem with the road project and she thinks <br />it should be done. She then said her concern is the amount to be assessed to the property <br />owners. <br /> <br />City Attorney Hoeft indicated that legally the two are completely separate issues. <br /> <br />Motion bv Council Member Lee. seconded bv Council Member Paar to aoorove <br />Resolution #03-049 as oresented.
