City of Centerville
October 22, 2003
Council Meeting Minutes

Council Member Capra indicated she thought it would be nice to have an all City
committee meeting after the first of the year even without the County to discuss strategic
planning.

7. YMCA

Ms. Moore-Sykes indicated that she was talking to Mr. Craig Bode who asked if the City
has any interest in assisting with the funding of the YMCA.

Council discussed the matter and determined that the City is not interested in funding the
YMCA.

8. Police Task Force

Council Member Lee indicated that City of Circle Pines did not move on the budget
numbers so the default increase will be used. He then said that the City of Lexington
mentioned again that they would like to change the formula and he does not agree with
that.

Council Member Broussard Vickers commented that it seems that what the Tri-City
group has done, all of the cities benefit but it appears to be pulling apart and she would
not be interested in changing the formula to anything that does not take into account the
number of calls. She further commented that it may be time for the City of Centerville to
look into alternatives.

Council Member Lee indicated that all of the cities said they want the joint powers
agreement to continue.

Council Member Broussard Vickers commented that she thinks that the City needs to
look at alternatives.

Mayor Sweeney asked that Ms. Paulseth copy the information packet she had provided to
him earlier in the year when there were meetings on combining police forces as it has
valuable information in it.

Ms. Moore-Sykes indicated that everyone expressed a desire to have the JP A completed
by December.

Council Member Lee indicated the other sticking point is the new building agreement
because the JP A would be for five years but the cities would be tied together for the life
of the bonding for the new building which could be 20 years.

Council Member Capra indicated that ground was being broken for the new cable facility
and meetings will be held there when it is completed.
