Centerville City Council
February 12, 2003
Meeting Minutes

Council Member Broussard Vickers asked that Staff inform residents at the neighborhood
meeting that there are financing options and they do not have to come up with the lump
sum all at once.

Council asked that the meeting dates be corrected in the Resolution.

VOTE: All in favor. Motion carried unanimouslv.

VIII. NEW BUSINESS

1. Dead Broke Saddle Club (Non-responsive to City's Reauests/Letters)

Mayor Sweeney reviewed the situation with Dead Broke Saddle Club.

Mark Larson indicated that Dead Broke had only received one donation letter request
from the City.

Mike Bursiss, President of Dead Broke Saddle Club addressed Council and indicated that
his Club has not been unresponsive and would never want to be unresponsive to the City.
He then provided a copy of a letter dated October 25, 2002 whereby his Club indicated
that it did not have the funds to donate at the time. He then said that, at the time of the
request, the monies owed to the City under the 10% were only $188.00.

Council Member Broussard Vickers indicated that this request was a separate request by
the Parks and Recreation Committee and was not a City request for its 10%.

Council Member Capra indicated that a year a go this spring the 5th grade graduation
requested $350.00 for a deejay and had no response until she called. Dead Broke
indicated they were changing donation coordinators and the request was inadvertently
overlooked. He then welcomed calls if a request has been submitted and no reply given.

Council Member Broussard Vickers indicated that Park and Recreation members made
calls and did not receive a response and then the letter was not responded to so that is
where the "non-responsive" came from.

Council Member Broussard Vickers indicated that the documents state that Dead Broke
gave $29,000 in December to the High School Rodeo but did not have money to give
$2,000 to Park and Recreation. Dead Broke indicated that the High School Rodeo
Association is a yearly event that Dead Broke plans to fund by accumulating funds and
those funds were already allocated to that event and not available.

Council Member Capra asked if it would be possible to find out what has been donated
within the trade area. Dead Broke indicated that the information is provided to the City
as required.

Page 10 of15
