<br />Centerville City Council <br />February 12, 2003 <br />Meeting Minutes <br />Council Member Broussard Vickers indicated that this area is very susceptible to the <br />grade and water issues ifthe grade is only one percent (1 %). Mr. Peterson indicated there <br />should be positive drainage to the ponds. <br /> <br />Mr. Peterson indicated that with construction hauling Peltier Circle would have to be <br />redone by the developer. He then indicated that all improvements within the <br />development would be funded by the developer with the remainder of the watermain <br />work outside the development assessed. He also indicated that the watermain would be <br />installed by directional drilling rather than open cutting to eliminate disturbance to the <br />street. <br /> <br />Council Member Lee how much of a traffic interference there would be on Centerville <br />road. Mr. Peterson indicated he thought the work on Centerville Road could be <br />completed within a day. <br /> <br />Council Member Broussard Vickers asked how many lots are affected that are not in the <br />Preserve. Mr. Peterson indicated there are 44 lots but he has learned that there are 13 <br />homes to the south with watermain but no water service that he would recommend adding <br />to this project. He then indicated that they were never assessed for the watermain and <br />what they would have paid in 1989 was approximately $3,500 and, if applying an interest <br />rate of 4% you arrive at close to what the others will be asked to pay for this <br />improvement. <br /> <br />Council Member Lee asked why they were not assessed. Mr. Peterson indicated no one <br />is sure why the residents were not assessed. He then recommended inviting them to the <br />neighborhood meeting to explain that hooking up now will cost substantially less than <br />having to do it when their wells fail at a later time. <br /> <br />Mayor Sweeney indicated he would like to have Centerville Road redone as it is in very <br />poor condition. Mr. Peterson indicated that the additional costs to reconstruct the road <br />raise the assessment per lot to $15,000. Mayor Sweeney questioned whether <br />reconstruction could be added as a possible alternate to the contract. <br /> <br />Council Member Broussard Vickers indicated she is not sure the City has the money to <br />fix the road. Mayor Sweeney indicated the City could get the road done at a more <br />reasonable cost because there is roadwork already being done. Mr. Peterson indicated <br />that open cutting is cheaper than directional drilling so the costs for that part of the <br />project would be reduced some. <br /> <br />Mayor Sweeney asked for the cost estimates to redo Centerville Road. <br /> <br />Council Member Broussard Vickers asked Staff to determine whether this street was part <br />of the suit. <br /> <br />Mr. Peterson indicated the cost to the City to oversize the watermain for looping would <br />be $10,000 making the proposed cost per lot $5,200. <br /> <br />Page 9 of 15 <br />
