<br />, . <br /> <br />City of Centcrville <br />Council Meeting Minutes <br />January 8, 2003 <br /> <br />Mr. Boyum reiterated he told their administration to remove the indicator about sending <br />letters. Council Member Broussard Vickers stated that the City still had about 50 <br />certifications and more research was needed. <br /> <br />All in favor. Motion carried unanimouslv. <br /> <br />2. Mr. Richard S. Carlson (Concept Plans -Hunters Crossing Phase II) <br /> <br />Mr. Carlson stated he was asking the Council to consider his concept plan for Phase II <br />and Phase III of Hunters Crossing. He indicated Phase I had been developed two to three <br />years prior. He demonstrated that the sketch map shows 75 lots, with the road looping <br />around and exiting by Pheasant Marsh. He stated he plans to do the PUD in two phases, <br />with the first phase encompassing approximately 33 units. <br /> <br />Mayor Sweeney asked why this was being done with one PUD. Mr. Carlson indicated <br />extensive work needs to be done to the property. He stated the way the property is right <br />now they would need to build slab on grade housing. In order to build basements they <br />need to rebuild the site, including some wetland. He added it would be easier to <br />accomplish this in one step. <br /> <br />Mr. Carlson indicated these lots would serve $400,000 to $500,000 homes, just as <br />Hunters Crossing does. He stated the lots would be 80, 90 and 100 feet, adding that each <br />home needs to be evaluated independently for the lot. He stated a large pond on the west <br />of the property would handle drainage. He indicated the trail of drainage through ponds <br />and pipes to the lake, stating the current pipe would need to be lowered. He indicated the <br />City Engineer had advised there was adequate capacity for sewer. <br /> <br />Mayor Sweeney stated when Pheasant Marsh was completed they bypassed Mr. <br />Wilharber. He asked if there was any way to get sewer and water to him with this <br />development. Mr. Carlson stated they would look into it. He stated there is a small <br />frame shop on one edge ofthe property that is encroaching. He will work with the owner <br />to make sure the business can operate, and also with the pigeon coop owner. <br /> <br />Mr. Carlson indicated he wanted to have a split entrance with granite monuments, as in <br />Hunters Crossing. He stated the Hunters Crossing entrance is in City's right-of-way, <br />however the owners are currently maintaining it. <br /> <br />Council Member Capra stated the rain water ponds can also be a problem. After 1 to 2 <br />years they become overgrown. She asked that it be looked at. <br /> <br />Mr. Carlson stated he had spoke with the Parks and Recreation Commission, but they <br />have not made a decision. He thought it sounded like they would request fees, with a <br />sidewalk on one side and trail that would connect to existing trails. <br /> <br />Council Member Lee asked how many homes would be on the market at once. Mr. <br />Carlson stated it was important to grade in one step, and install the ponds, etc. He stated <br /> <br />Page 5 of 20 <br />
