<br />City of Centerville <br />Council Meeting Minutes <br />January 8, 2003 <br /> <br />if the grading was completed in 2003 and the utilities in 2004, he thought approximately <br />six (6) homes in 2004, ten (10) in 2005 and 17-18 in 2006. Mr. Carlson stated that the <br />homes would be valued at $400,000 to $500,000 and may not sell as quickly as home <br />based at a moderate level. <br /> <br />Council Member Broussard-Vickers indicated that the main reason Mr. Carlson was here <br />was that the Comprehensive Plan shows development in 2006. He needs approval to <br />develop early. She stated she was at the Parks and Recreation Committee meeting on <br />Monday and they agreed, as did Planning and Zoning. Mr. Carlson is looking for <br />consensus that the development could move forward prior to 2006. <br /> <br />Council Member Capra stated she was not opposed to speed up the 2006 portion and <br />allow the road, but the 2011 portion, which is Phase III, is very early. <br /> <br />Motion bv Council Member Broussard Vickers. seconded bv Council Member Lee <br />to allow Richard Carlson to fIle a Comprehensive Plan Amendment at his expense <br />to move two parcels (2006 and 2011) into 2003. 4 Aves. 1 Nav (Capra). Motion <br />carried. <br /> <br />VII. PUBLIC HEARINGS <br /> <br />1. Mr. Henrv Votel- Special Use Permit (Mini-Storage) <br /> <br />Mayor Sweeney opened the public hearing at 7:20 p.m. <br /> <br />Mr. Henry V otel welcomed the new members of the Council. He stated he has been <br />working with the City staff and Planning Commission for several months to develop a <br />mini-storage facility in the Industrial Park. He demonstrated on a map the location in the <br />southeast quadrant on Fairview Avenue and east of 20th. He stated the proposal includes <br />4 acres to accommodate several buildings, all of which are self-storage facilities. He <br />indicated these are new buildings that would be rented to individuals and small <br />businesses that need additional storage space. He advised that most mini-storage <br />customers live from 5 to 8 miles of the facility. <br /> <br />Mr. V otel indicated he has worked with the Planning Commission on plans that fit within <br />the City ordinances. He stated the industrial area is an appropriate place for this type of <br />facility and is permitted under City ordinance. He added the engineers have checked <br />setbacks and sidelines for industrial use and approved. He stated all lanes within the <br />development will be paved, and buildings will have a concrete block exterior, using <br />decorative block. The roof will be metal standard seam. He indicated the development <br />would have an attractive front with six-foot wrought iron fence. There will be an office, <br />and entry will be by passcode or key guard to lift the gate. Hours of operation will be 7 <br />am to 7 pm, Monday thru Saturday, with occasional Sunday hours depending on <br />customer need and month end. The facility would have 4 to 5 employees. He added that <br />with only a business office there would be no need for city water or sewer. <br /> <br />Page 6 of 20 <br />
