city of Centerville March 13, 2002 Council Minutes Mr. Charles Johnson the Aquatic Biologist for Rice Creek Watershed asked if CO\UlCil had any questions about the letter he submitted. Council Member Nelson indicated she bad read that Rice Creek Watershed would recommend the second alternative but feels the first suggestion is the best protection. She then asked ifher interpretation of the letter was correct. Mr. Johnson indicated that Rice Creek Watershed deals strictly with water quality and not with the birds. He then indicated that Council Member Nelson's interpretation of the letter was correct. Council Member Broussard Vickers connnented that the letter had said that high-speed boating reintroduces and increases algae blooms. Council Member Capra commented that the lake is a shallow Jake. Mr. Johnson indicated the water in the north basin is clear and the water in the south basin is mineral rich and is dominated by algae growth during the summer months. Council Member Capra asked where the difference in water quality begins. Mr. Johnson indicated he has not been into the north end of the lake but it would be his opinion that the water quality change happens where the main flow comes in. Council Member Capra indicated that Peltier Lake and Centerville Lake have a poor water quality and St. Paul Water Utility will not/take the water. She then asked whether more vegetation would help the health of the water. Mr. Johnson indicated that healthier vegetation would help the health of the water. Ms. Moore-Sykes commented that Council bad heard that high-speed boats help oxygenate the water and asked whether that was true or false. Mr. Johnson indicated that the aquatic plants produce plenty of oxygen and noted the negative effect on aquatic plants counters any positive oxygenating impact produced by the high-speed boats. Mr. LeBlanc, 1677 Peltier Lake Drive, provided handouts showing various images to Council The first image showed the southern half of the Jake in a large algae bloom. He then commented that the aquatic plants act as a large filter and damage byhigh..speed boating causes problems for those plants which can impact the fish that need the plants to Jay eggs on. Mr. LeBlanc comtnented that the Jake needs protection from people other than those that live along it. He further stated that someone who is not aware of the sensitive nature of the area could cause a lot of damage and the no wake zone would make it clear to all that the area needs to be protected.
