<br />city of Centerville <br />March 13, 2002 <br />Council Minutes <br />that Council is aware that there are two sides to the issue and asked that residents not get <br />into demming or inflammatory comments. <br /> <br />Rod Kukonen, 647 Kendall Street, Chairman of the Lino Lakes Environmental Board <br />addressed Council and indicated that the purpose of the Board is to promote, protect and <br />preserve Lino Lakes natural environment. He then indicated that the Board and passed a <br />recommendation to enter into the Joint Powers Agreement with the no wake line at the <br />original southern most line with no sunset clause. The rationale behind that <br />recommendation came from the Handbook for Environmental Planning which <br />recommends ~ buffering of 1,000 feet or more for a rookery. <br /> <br />Mr. Kukonen indicated the most important aspect of protecting the rookery is to lessen <br />human impact. He then cautioned that Council would hear various opinions and asked <br />that Council give credence to the experts and their recommendations. <br /> <br />Mr. Jerry Lindner indicated he was present representing the Peltier Lake Association and <br />then presented the recommendation of the Association to Council noting the Association <br />bad met on March 4, 2002 to discuss and determine the recommendation. <br /> <br />Mr. Lindner indicated the recommendation of the Association is for a no wake zone <br />either north of the existing bog poles or north of a line starting from the west shore, an <br />east/west line 100 feet south of the southern most tip of the island, running east to the <br />southeast tip of the island, angling to the northeast to a position north of Ron Marier's <br />fence line. <br /> <br />Mr. Lindner then presented a document that he read to Council outlining his position on <br />Ordinance #68.l <br />Council Member Capra asked if the map received from Anoka County accurately <br />represents the location of the bog poles. <br /> <br />Mr. Lindner finished his presentation by asking Council to carefully consider all the facts <br />before making a decision. <br /> <br />Council Member Broussard Vickers asked how long the island is. Mr. leBlanc indicated <br />the is1an4 is 3,643 feet long. <br /> <br />Mr. Ron Marier, 1801 Peltier Lake Drive, addressed Council and indicated that he <br />realized the need for a no wake zone to protect the sensitive environment at the north end <br />of the Lake. Mr. Marier indicated there are two focuses for protection the first is the <br />herons and the second is the aquatic vegetation. <br /> <br />Mr. Marier acknowledged that a no wake zone would impact his use ofhis Jake frontage <br />but he agrees with imposing one to protect the rookery and the aquatic plants. <br /> <br />Page 3 of21 <br />
