#

City of Centerville
March 27, 2002
Council Minutes

4.

ABDO. ABDO. Eick & Meyers (2001 Audit- March 25 - 27.2002) Update)

Ms. Moore-Sykes reported that the audit was moved up and should be finished by Friday.

Council recessed to executive session at 9;45 p.m.

Discussion ensued regarding the performance evaluation of the City Clerk. No formal
action was taken.

Motion by Council Member Broussard Vickers. seconded by Council Member
Nelson to adjourn the Executive Session at 10:07 p.m. All in favor. Motion carried
unanimously.

The regularly scheduled Council meeting was reconvened at 10:07 p.m. Council directed
the City Administrator to place the step increase for the City Clerk on the Consent
Agenda for the April 10, 2002 Council meeting.

Council discussed issues regarding the non-exempt status of the Public Works Director.
Council member Nelson stated that she felt that the non-exempt status of the Public
Works Director needed to be examined and researched. It was her feeling that Mr. Palzer
should have an exempt status if it is determined that it is what his status should be.

Ms. Moore-Sykes stated that the Council needed to weigh the issue carefully as Mr.
Palzer is against having his status modified and the City may lose a valuable employee.
Councilmember Broussard Vickers indicated that if it is determined that that position is
indeed exempt, then that exempt status should be implemented with the next Public
Works Director. She indicated that she would not be in favor of changing to an exempt
status for Mr. Palzer.

Council members Capra and Travis also indicated that they would be in favor of
evaluating the exempt status of the position rather than the incumbent. Councilmember
Travis did feel that the $3,000 to $4,000 of overtime is substantial enough to merit a
review of the position.

Mr. Hoeft indicated that he could do the evaluation and when asked about the cost to do
this investigation, he stated that it would be about $300 to $500. Council directed Staff
and the City Attorney to look into the issues. Council also requested that Ms. Moore-
Sykes check with the Public Works Director about his building inspection duties and
resultant overtime.

XII. ADJOURNMENT

Motion by Council Member Broussard Vickers. seconded by Council Member
Nelson to adjourn the March 27. 2002 City Council meetin~ at 10:30 p.m. All in
favor.
