Noqpoint E4ucation for Municipal Officials

Ms. Moore-Sykes indicated she bad attended a recent seminar concerning water quality
issues. She then explained that this training recommended silt fencing at every lot as well
as gravel driveways at every lot. She further stated that doing so would eliminate the
City's issue with winter closings and the mud that is tracked out onto the streets causing a
public health issue.

Council Member Capra suggested a joint Pbmning Commission and Council meeting and
scheduling the training for that meeting.

Ms. Moore-Sykes indicated that another recommendation was 10 feet of sod along the
boulevard to help with erosion.

Council Member Travis commented that the City had discussed these matters and
decided to implement them but there was some confusion and that did not happen with
the developer's agreements.

Ms. Moore-Sykes indicated that Mr. PaJzer does not get a copy of the developer's
agreement and it would be easier to have the requirements included with the enforcement
policy or as a City Ordinance.

City Attorney Hoeft indicated that the Ordinance should be changed because the
developer's contract mirrors OrdinanceS 4A and 8. He then said that the outstanding
developer's agreements could be changed to include that language before presented to the
developers and Council for approval.

Page 12 of16
