Ms. Galley indicated <br />that the local residents bad informed her that the first great blue herons are back on St. <br />Patrick's Day and the birds begin building nests at the end of April with the chicks <br />hatching out in June and July. <br />Council Member Broussard Vickers questioned why the City is being asked to act as the <br />authority to enact the ordinance if the Sheriff's Departtnent bas regulated permits in the <br />past. Ms. Galley indicated that the City may ~ an ordinance for surfilce water use <br />management and the sherifl's Department would enforce the ordinance. She then <br />clarified that the task force is not asking to restrict water skiing south of the no wake line. <br />She also noted that there was a representative from the Sheriff's Department at the task <br />force meeting. <br /> <br />Mr. LaBlanc indicated he had a concern about the water ski course moving out to the <br />main part of the Jake because it takes up so much space but said the rookery is of greater <br />concern at this time. <br /> <br />Council Member Broussard Vickers asked what happens in boating etiquette when the <br />course is up and someone wants to travel through the area. Mr. LaBlanc explained that <br />slalom water skiing is an aggressive activity that takes up a lot of space on the Jake. He <br />then indicated that because of the aggressive activity everyone bas to go around and no <br />one can fish through the area because there is so much stuff in the water. <br /> <br />Council Member Broussard Vickers asked whether water skiing activities to the south <br />would affect the rookery. <br /> <br />Ms. Galley indicated that the DNR recently did a study on the types of recreational <br />activities on Peltier Lake which may be useful in understanding all the dynamics on the <br />Jake. She then commented that the no wake line was placed south of the island to allow <br />for a buffer zone between the activities on the Jake and the birds. <br /> <br />Council Member Broussard Vickers asked why the Island bas not been designated as a <br />bird sanctuary. <br /> <br />Ms. Galley indicated that a DNR representative would be placing signs on the island to <br />notify people that the island is a rookery. <br /> <br />Mr. Asleson indicated the Sherift's Department needs something to enforce and then <br />noted the state and county defer all regulation of surface water use to the local <br />government. <br /> <br />Council Member Broussard Vickers commented that the normal process for these types <br />of matters would be to have the'matter go before the Planning and Zoning Commission <br />prior to coming to Council. <br /> <br />Page 4 of25 <br />
