<br />.\ ; <br /> <br />City ofCenterviIle <br />February 13, 2002 <br />Council Minutes <br />Mr. Bisek indicated he had spoken to Father Fitzgerald and Father Fitzgerald had told <br />him that the church does not have its own well, the water comes from the priest's house <br />under the road to the church. He then indicated that the church has said it would need <br />City water for its planned expansion, remodel or new fi1cility. <br /> <br />Mr. Bisek indicated he has plans to improve the outside of his building as wen as the <br />parking lot but is waiting until the watermain is installed because it does not make <br />financial sense to make the improvements to have them tom up when City water comes <br />in. He also commented that there is a major drainage issue downtown and noted his <br />parking lot floods each spring and anytime there is a heavy rain. <br /> <br />Council Member Nelson commented that when Council last looked at this matter there <br />were 8 parties not interested in water. She then commented that this is a turn around and <br />a bigger step forward than realized. <br /> <br />... <br /> <br />Council Member Broussard Vickers indicated she had seven parties listed as not <br />interested in City water. <br /> <br />Mr. Bisek commented that the Carpenter fimill:y that owns the rental property to the west <br />of Kelly's is interested in City water. <br /> <br />Council Member Broussard Vickers agreed that bringing water into downtown is <br />important for looping the City's system and improving downtown. She then indicated <br />that there is no way possible for th~ City to pay for the project at this time. She also <br />commented that using a per lot footage to assess places the assessments at $8,000 to <br />$9,000 which she feels may be more than the benefit received. <br /> <br />ColDlCil Member Broussard Vickers asked City Attorney Hoeft whether commercial <br />property or business owners could be required to pay for the full share if the City picks <br />up the residential costs. City Attorney Hoeft indicated it would be appropriate for the <br />City to make a distinction for commercial, residential, and industrial but cautioned that <br />the City would have to treat like properties in the same manner. <br /> <br />Council Member Broussard Vickers asked if the busines$ owners would pick up their <br />entire share if the City pays for residents. Mr. Bisek indicated he did not have a problem <br />with that proposal but said he would have to ask the other business owners for their <br />opinions. <br /> <br />ColDlCil Member Capra asked if it would make sense to do the streetscapes at the same <br />time as water is put in. Mr. Bisek indicated it would be logical to do so. <br /> <br />Council Member Broussard Vickers commented that she could not see where the money <br />would come from for water much less streetscapes. <br /> <br />Mayor Swedberg indicated there was another issue involving residents who did not feel <br />the area should be used for commercial uses and that was a very strong opinion.
