.

City of Centerville
February 13, 2002
Council Minutes
commented that he felt more people needed to be behind the watermain extension before
he would feel comfortable moving forward.

Mr. Bisek indicated that the downtown area is a mixed use zoning which is unique. He
then commented that it is human nature to be resistant to change and no one wants
anything in their backyard but change can be good. He further commented that he feels
the revitalization of Centerville will benefit everybody because bringing water downtown
brings new businesses.

Mr. Bisek commented that downtown Centerville is the thoroughfilre to the Jake and, if
revitalized, would be a benefit to the entire community.

Council Member Capra agreed that the watermain needed to be extended but also agreed
that funding is not available for the project at this time. She also commented that the
widening of Main Street is of concern right now.

Mayor Swedberg indicated that there was nothing that could be done at this meeting.

Council Member Broussard Vickers indicated the matter should be revisited before next
year's budget is set in the hopes of being able to fund it for next year.

Mr. Bisek asked if there would be grants or anything available through the state or federal
government to help defer some of the costs.

Mayor Swedberg commented that he did not feel there would be any grant funds
available in light of the state budget deficit and the federal government's goal not to
expand its budget.

Ms. Moore-Sykes indicated that CDBG Funds may be available.

Council Member Nelson indicated the matter should be looked at for next year's
budgeting cycle and commented that Mr. Bisek needed to talk to people and gather
support for the project during the interim.

Council M~mber Broussard Vickers suggested getting something in writing from the
business owners asking whether they are willing to accept the full share if the City is able
to pick up the residential costs.

v.
