' <br /> <br />City of Centerville <br />February 13, 2002 <br />Council Minutes <br />Council Member Travis indicated he bad received twQ caDs concerning this matter and <br />the residents bad asked him whether the matter was on Council's agenda for this meeting. <br />He then commented that be told the residents it was not on the agenda and residents did <br />not need to attend because he was not aware that it was going to be placed on the agenda. <br /> <br />Council Member Nelson commented that she feh Council should wait to decide on the <br />matter until all residents can make their comments. <br /> <br />Mr. Rehbein indicated Council had been te11dng about this since the middle of November <br />and he cannot proceed until a decision is made. Council Member Broussard Vickers <br />indicated he could proceed before the dollar amounts are set. <br /> <br />Mr. Rehbein indicated he was concerned that if he moved ahead with the plans to put <br />City water in his development the City could determine it is unable to justify the <br />assessment amount to residents and decide not to do City water and that would cost him <br />money. He then commented he would be more comfortable waiting until the City has <br />agreed to the numbers. <br /> <br />Council Member Broussard Vickers indicated that rather than stop the process of City <br />water the City would probably put the excess cost onto the developer. Mr. Rehbein <br />commented that, even though the numbers discussed at this meeting are reasonable, <br />Council Member Broussard Vickers had commented that she feh $9,000 is more than the <br />benefit to the lot. <br /> <br />Mr. Rehbein indicated he was only asking to develop the property as allowed and is not <br />asking for a rezone so the City cannot stop him from doing that because the City is not <br />sure what it wants to do with the watermain. He then asked Council to remember that he <br />did not ask for City water. <br /> <br />Mayor Swedberg indicated he thought it would be right to wait until all parties involved <br />can be heard. <br /> <br />Council Member Nelson indicated she thought it would be helpful if Council discussed <br />the numbers and indicated what number Members were comfortable with. <br /> <br />Mr. Anderson commented that the minutes of the last meeting stated that Council had <br />agreed to wait until it had better numbers and find out if the developer was willing to pay <br />the amount attributed to him. He then indicated Council had not said whether it would <br />make the decision at this meeting. <br /> <br />Council Member Nelson indicated the decision hinged on the response from the <br />developer. <br /> <br />Council Member Broussard Vickers commented that the developer is interested in paying <br />$54,000 but not the $81,000. <br /> <br />Page 9 of 25 <br />
