J <br /> <br />1 <br /> <br />City of CenterviUe <br />February 13, 2002 <br />Council Minutes <br /> <br />Mayor Swedberg quoted his comments from the last meeting and said he feels the <br />interested parties need to be at the meeting to be heard. <br /> <br />City Attorney Hoeft indicated Council needed to authorize the preparation of plans and <br />specifications in order to go out for bid to have better numbers for the project. He then <br />indicated that the City Engineer's figures are an estimate and could change slightly but <br />should not go up much, if any. He further commented that Mr. Rehbein has agreed that <br />$5,400 per lot for City water is reasonable. <br /> <br />Council Member Capra indicated the $5,400 is only the cost to run City water to the lot <br />and the developer has more costs to ~nnect each home to the water. City Attorney Hoeft <br />indicated that, from a financial standpoint, Council is in a lot better position than it was at <br />the last meeting because two-thirds of the property owners agree to the funding. <br /> <br />Council Member Nelson indicated she would like to proceed with plans and <br />specifications and said she would feel more comfortable with keeping 10 residents at the <br />$4,903, the developer at $58,970, the DeFoe property at $54,000 and the City portion at <br />$26,000 because that lowers the residential property owners portion slightly. <br /> <br />ModoB by Mayor Swedbel"2. seeoBded by CouBcll Member Travis to ~ble thl! <br />matter for further cOBsideratioB of the Bumben. MotioB failed. <br /> <br />Council Member Broussard Vickers suggested splitting the c:liffurence between proposal <br />number three and four and muhiply the number times the number of lots which calculates <br />to $66,865 for the developer and $64,220 for DeFoe. She then commented she is <br />concerned about spending money for the plans and specifications in the event the <br />developer challenges the City's numbers. She also commented that she feels the City <br />would benefit from the extension by being able to loop Pehier Lake Drive in the future. <br /> <br />Mayor Swedberg asked if the developer would be asking for 429 bonding authority. Mr. <br />Rehbein indicated he is developing the project as a private project and would riot be using <br />the 429 bonding authority. <br /> <br />Mayor Swedberg asked what the plans and specifications would cost in engineering fees. <br />Mr. Peterson estimated the engineering costs to be approximately $15,000. Mayor <br />Swedberg commented that the City could incur costs for something that might not <br />happen. <br /> <br />Council Member Nelson suggested charging the developer $60,000, Mr. DeFoe $60,000, <br />the City $27,000, and each resident $3,200. <br /> <br />Mr. Rehbein indicated he would be willing to pay the $60,000 but noted that puts the <br />total costs of water at $12,000 per lot and that is almost three times as much as a well. <br /> <br />Page 10 of25 <br />
