<br />, ' <br /> <br />t. \ I l <br /> <br />city of Centerville <br />February 13, 2002 <br />Council Minutes <br />Council Member Capra said she did not feel the City has the luxury of time to send Staff <br />out for training at this time because the City cannot afford to have anybody out right now <br />due to being short staffed and she would like to look at bringing someone in for the <br />treasurer's position. <br /> <br />Council Member Nelson said she feels strongly that the treasurer's position needs to be <br />filled by someone with a degree in accounting or finance with municipal experience. She <br />then commented that she feels a treasurer would be able to handle the GASB34 reporting <br />that the auditor had recommended be outsourced at a cost of $9,000 to $15,000. <br /> <br />Council Member Nelson indicated she would like to use the cost of the outsourcing and <br />combine the public works position and the administrative position to provide enough of a <br />salary for the treasurer position. She then commented she would be fine with the City <br />Administrator's recommendation but said she feels strongly that the treasurer position be <br />filled with someone with a degree in accounting and municipal experience. She also said <br />Ms. Bender could qualifY for the City Clerk position. <br /> <br />Council Member Broussard Vickers said she would prefer to address the number one <br />concern listed by the auditor, the computer system, prior to shifting salaries and positions. <br />She then indicated she would like to review the Administrator's proposal for positions, <br />pay within those positions, and who would fill the positions. She also commented that <br />the auditor had said that current Staff is capable of performing the tasks and the City may <br />be looking for a Clerk and not a treasurer. She concluded her comments by stating she <br />did not feel she was ready to make staffing decisions until she had more information. <br /> <br />Mayor Swedberg indicated he had asked City Attorney Hoeft if the City combined the <br />positions of Clerk and Treasurer by ordinance. City Attorney Hoeft indicated there could <br />have been an ordinance but said the simple answer is he does not know because it was <br />not done since he has been with the City. <br /> <br />Mayor Swedberg indicated that the state legislature writes very little about City <br />Administrators and Treasurers and volumes about City Clerks. He commented that the <br />auditor bad brought up the issue of segregation of duties. He then explained that the <br />process for paying claims outlined by the League of Minnesota Cities and the process <br />used by the City is completely different. <br /> <br />city Attorney Hoeft explained that there are a lot of sma1l cities that have a City Clerk <br />rather than a whole administrative Staff and that is why the legislature focuses on the <br />clerk position. He then commented that the Statute states that the position of <br />clerkltreasurer can be combined or separate and the two positions are not incompatible. <br />He also noted that the Attorney General has agreed that the same individual can hold the <br />two offices but said, as a city mature~ those positions tend to separate because of the <br />overwhelming responsibilities. <br /> <br />Ms. Bender indicated that the City has an account clerk that cuts the checks that are then <br />signed by the City Administrator and the Mayor. <br /> <br />Page 14 of25 <br />
