February 13. 2002 <br />Council Minutes <br />.Mayor Swedberg corrected something that was in a memo that came to Council where he <br />was quoted as saying that in June the auditor's answer was not conclusive. He then <br />clarified that what he meant to say was that the minutes were not conclusive but it was <br />conclusive in the audit report. <br /> <br />Mayor Swedberg indicated that Council was being asked at this meeting to draw down <br />the general fund to eliminate the deficit funds. <br /> <br />Council Member Nelson pointed out a correction in her memo and indicated that the City <br />is paying the Clerk!freasurer $38,338 without overtime rather than the $42,000 figure <br />mentioned in the memo. Ms. Bender pointed out that figure is the budgeted amount not <br />what she is being paid. <br /> <br />Council Member Capra asked whether Council was open to having Staff contact Ms. <br />Cindy Hobscheid, 7277 Old Mill Road, to provide the requested information concerning <br />Staff job descriptions and the time required to complete tasks. <br /> <br />Council Member Broussard Vickers indicated Staff could provide her with the job <br />descriptions if they are available but said she did not want any more Staff time spent on <br />the matter. <br /> <br />Mayor Swedberg and Council Member Nelson agreed. <br /> <br />Council Member Capra asked whether Staff had a job description that could be <br />forwarded. Council Member Broussard Vickers indicated that Staff should make Ms. <br />Hobscheid aware that the job description may not be current. <br /> <br />Council Member Capra clarified her position as outlined in the memo sent to Council. <br />She then commented she is not in favor of eliminating any staff members but believes <br />there is a need to restructure the staff and add a person to help out. She then indicated <br />she would like to see the salaries for the public works person and the budgeted <br />administrative position be combined to provide a salary for a treasurer's position. She <br />further commented that she did not feel that it was fair to have asked Ms. Bender to <br />perform both tasks because she does not think one person can do both jobs justice. <br /> <br />Council Member Capra commented that she did not feel it was possible for the person <br />working with numbers to be getting up to answer questions at the window at the same <br />time. She then commented that Council bas an obligation to the taxpayers to make sure <br />that the funds are tn8naged appropriately and said she is tired of asking Staff if there are <br />funds to do something and having nothing to show if those funds really are available and <br />where they would be coming from. She further commented that the GASB34 reporting <br />would need to be done in 2003 and the City needs to be prepared for that by upgrading <br />and updating the computer system to provide better financial information and hiring a <br />treasurer. <br /> <br />Page 13 of25 <br />
