<br />City Council 2008-07-23- 8:20 p.m. <br />Minutes of Work Session <br /> <br />Present were Mayor Cap~ Council members JeffPaar, Tom Lee, Linda Broussard- <br />Vickers, and Michelle Lakso. Also present were, John Meyer, Finance Director, Mark <br />Statz ofBonestroo & Assoc. and City Attorney Kurt Glaser, <br /> <br />Budget: <br /> <br />Finance Director John Meyer reviewed the draft budget for 2009 and commented on <br />areas that Council members had suggested for change. Material he prepared also <br />identified the impact to the levy if additional money were included for street maintenance <br />at levels of$50,000, $100,000 and $150,000 per year. The Council consensus was that <br />some amount, perhaps around $25,000 could be included in the 2009 budged to begin <br />setting aside additional money for streets. Mark Statz suggested doing a cost estimate for <br />seal coating all streets once every five years and doing mill and overlay at 15 to 20 years. <br />The Council would like to see the report showing the cost of such a maintenance <br />program. <br /> <br />The council noted that Park and Rec has requested that $4-5000 be included in 2009 to <br />sponsor an 8K race in conjunction with Fete des Lacs. Park and Rec believes that the <br />event can become self sufficient as an annual event. Council consensus was to try to <br />include the request in the budget. <br /> <br />Another Work. Session may be needed to further review the budget before adopting a <br />preliminary levy in September. <br /> <br />2009 Street Project Issues: <br /> <br />Mark Statz reviewed some design questions on the 2009 Street Project. He asked Council <br />input on street width of Pelter Lake Drive between Mill Road and Peltier Circle. <br />Consensus was that the road should be narrowed slightly in order to allow for a six foot <br />sidewalk. <br /> <br />Engineer Statz requested input on street width for Peltier Lake Drive between 1649 and <br />1677 addresses. Due to the wetland on the south side of the street, a modified design is <br />necessary. Statz suggested a 28 foot street with a slight shift north with the centerline and <br />a superelevation of the north side toward the south. This design adjustment would make <br />driveway grades better and avoid filling in the wetlands. Council was okay with the <br />change, but wanted to minimi7.e the shift of centerline. <br /> <br />Engineer Statz asked the Council whether bolts should be replaced on valves in the mill- <br />overlay streets. The City has experienced corrosion failure of bolts elsewhere and the <br />replacement would be a precautionary measure. Con~us was to replace the bolts now <br />rather than run the risk of watermain leaks <br /> <br />jD <br />
