<br />City of Centerville <br />City Council Meeting <br />July 23, 2008 <br /> <br />City Engineer Statz stated that, the size of the parcels and development potential justify <br />that size of an assessment. <br /> <br />Councilmember Lee inquired whether it is possible to assess for "potential" value. <br /> <br />City Attorney Glaser replied that assessments were based on the highest and best use of <br />the property. He stated that the best use of property is to be subdivided into residential <br />building lots. <br /> <br />City Attorney Glaser stated that the rights of deferment are only issued under certain <br />special circumstances. He recommended that the Council refer to the Exhibit, as <br />presented for the specific assessment for each parcel affected. <br /> <br />Motion bv Council Member Lakso. seconded bv Council Member Broussard- <br />Vickers. to approve Res. #08-020 - Adoptine: Special Assessments - Old Mill Road <br />Improvements as outlined and to refer to Attachment Exhibit A. as presented. <br />ree:ardine: the dollar amounts of the assessments. All in favor. Motion carried <br />unanimously. <br /> <br />2. Ms. Cathy Fruth (7384 Old Mill Road) - Driveway Issue - (Old Mill Road <br />Improvements) - (Tabled from Previous Meeting) <br /> <br />Mayor Capra inquired whether there were any updates on this issue. <br /> <br />City Attorney Glaser stated that he had been in contact with their attorney. He stated that <br />their attorney is not engaged to help them on the driveway issue. <br /> <br />City Engineer Statz stated that the grade that is there now is the best solution. <br /> <br />Councilmember Lee stated that he knew there was not a solution offered. <br /> <br />Councilmember Broussard-Vickers replied that Ms. Fruth did not offer any solution at <br />the last meeting but believed that Ms. Fruth is on vacation. <br /> <br />Motion bv Council Member Broussard-Vickers. seconded bv Council Member Paar. <br />to table Ms. Cathy Fruth's 7384 Old Mill Road driveway issue. Motion carried <br />unanimously. <br /> <br />3. Anoka County's Response to the City's Request for Installation of Guardrail <br />along CSAH 21 Near Center Street -no guard rail is justified. <br /> <br />Councilmember Broussard-Vickers stated that once the City of Centerville has a crash <br />issue, Anoka County will consider a guard rail. <br /> <br />Page 4 of9 <br />
