RCWD Pelmit File 07-065, 06-052, 95-129 and 93-114.

Findings:

I. The proposed project entails reconstruction of 1.2:1: miles (6,200:1:
LF) and rehabilitation of 1.1:1: miles (5,725:1: LF) of roadway within
the City of Centerville. These reconstruction areas are tributary to
Clearwater Creek and Peltier Lake.

2. Per RCWD Rule C, Subpart 5(t), the reconshucted roadway sections
are classified as Access or Subcollector for which the Water Quality
and Volume Control standard is 0.8-inches of runoff from the new
and reconstructed impervious surface and the directly connected
impervious surfaces within the project corridor. There is no water
quality / volume control requirement for rehabilitation areas. Soil
botings taken throughout the project site indicate predominantly
clayey soils not conducive to infiltration. Therefore, the proposed
stormwater management plan focuses on alternative compliance
(filtration BMPs) including seventeen (18) filtration raingardens and

Emmons & Olivier Resources, Inc.

- 3 -

9/19/08
