<br />City of Centervil1e <br />TE Trail Grant <br /> <br />Page 2 <br />9/24/08 <br /> <br />Project Memorandum <br />The grant received by the City for this project is known as a Transportation Enhancement grant. <br />The funding is federally based, but is administered through the Minnesota Department of <br />Transportation. The use of these federal funds necessitates the completion of an environmental <br />review called a Project Memorandum. The document is similar to an EAW, but is reviewed by a <br />different set of agencies. The work includes soliciting comments on the project from various <br />agencies including the DNR, SHPO, local tribal governments, and a host of others. The document <br />must also explain what the environmental impacts of the project will be and what we have done <br />to minimize those impacts. <br /> <br />Our scope and fee assume that there will be relatively few agency comments to respond to since <br />the project should have little environmental Impact. If major issues arise from our request for <br />comments, we will need to reexamine our proposal. We have included some time to perform <br />some rough geometric layouts of the trails to determine if there will be any impacts to rlght-of- <br />way. On federally funded projects, acquisition of right-at-way is a fairly involved process and any <br />needs will need to be noted in the project memorandum. <br /> <br />The work described above can be completed for a fee not to exceed $23,000.
