Mel11o...

TO: Honorable Mayor and Council Members

FROM: City Staff

SUBJECT: Recycling Funds/SCORE FundinglEvents

DATE: September 24, 2008

As you are aware, the City Wide Garage Sale Days/Clean Up Days have been a huge hit
in the past. Several years ago we were requested to try a Fall Garage Sale Days/Clean Up
Days. We complied with resident requests; however, a small amount of participation was
received. Staff determined that the Fall event would not take place this year and that
funding could be spent in alternative areas. Staff received approximately 15 inquires to
whether there would be a Fall Garage Sale/Clean Up event this year.

Over the past several years we have tried to incorporation new and innovative recycling
opportunities for residents. We have secured Shred-It, Mr. Michael Recycles, and
Electronics Recycling in the past. We are looking in to a service that accepts pet
products (collars, bedding, dishes, etc.). These services have been provided for free or
reduced rates. The City offered a theatrical type, kids themed presentation(s), (Tricia &
The Toonies), at the elementary school and incorporated that same performance at Fete
des Lacs. Staff is open to any suggestions that Councilor residents may have in the area
of offerings for recycling.

Some residents have requested having a Household Hazardous Waste drop off as part of
Centerville's offerings, whether in an exclusive event, or in conjunction with the clean up
days.

I contacted Anoka County Integrated Waste/ Anoka County who operates the Household
Hazardous Waste Facility today and spoke with Amy Altman. Ms. Altman stated that
she has never known the County to complete an off site collection and the County's
intent is to have individuals bring their waste to the Hazardous Waste facility. Amy also
stated that other cities within Anoka County have a much further traveling distance to get
to the facility. Ms. Altman explained that specialized equipment and staff are needed for
acceptance, containment and transportation of chemicals that are received at their site and
at a satellite site/event. Ms. Altman felt that this request would be a nice addition to the
services that they offer and she would bring it forward for staff and County Board
discussion. Amy also stated that an off-site event would take months to schedule. Ms.
Altman would keep me apprised of the County's consideration.
