<br />City of Centerville <br />Council Meeting Minutes <br />October 12, 2005 <br /> <br />Ms. Sivgarajah stated the MOD is a concept plan and the joint powers agreement binds <br />the City and County. <br /> <br />Council Member Lee asked if a non-signature on the agreement would prevent the City <br />from going ahead with the plans. Ms. Sivgarajah replied if the final design is not <br />approved, the County could move ahead to the next phase but would have to go through <br />an arbitration process and it could eventually be abandoned. She added all details are not <br />possible until the final design phase because it fine-tunes all the details in the project. <br /> <br />Mayor Capra stated the City needs to put in items that state if they change; the City needs <br />notification before signing the joint powers agreement. Ms. Sivgarajah replied they are <br />hoping the process moves forward quickly because there are parcels of land that need to <br />be acquired by September 1 of next year; otherwise federal funds are at risk. <br /> <br />Mayor Capra asked for an explanation of economic remnants. Ms. Sivgarajah replied an <br />adjacent property owner could make a swap with land depending on the property value. <br /> <br />Mayor Capra asked about stormwater runoff. Ms. Sivgarajah replied the issue has <br />previously been discussed and the County is willing to work with the City. <br /> <br />Mayor Capra asked about the cost of the trail. Mr. Larson replied he asked Anoka <br />County Parks to take over the trail; however, they indicated they are not prepared to do so <br />but will help the City in applying for grant funds. <br /> <br />Mayor Capra asked about the property behind City Hall. Mr. Larson replied the County <br />was going to initiate an appraisal and hopefully it can still be a part of the mix. Ms. <br />Sivgarajah replied the County has asked for that parcel to be given for the project. <br /> <br />Mayor Capra asked about the crossing of Main Street. Ms. Sivgarajah replied if there is a <br />trail to Main Street they would be open to having a sign and striping. <br /> <br />Council Member Terway commented with the fuel costs increasing and the longer that <br />there is a disagreement; the greater the cost of the project and the less funding that will be <br />received. Ms. Sivgarajah replied as the project has developed, costs have increased. She <br />added the County should have responded in a timely manner. <br /> <br />Council Member Lakso asked if she sees any significant changes with 21 st Avenue or <br />medians. Ms. Sivgarajah replied she does not see the medians changing or a stoplight at <br />21 st Avenue. <br /> <br />Council Member Lee stated the project is being done to move traffic from A to B, but <br />there needs to be significant changes to the MOD.
