City of Centerville <br />Council Meeting Minutes <br />October 12, 2005 <br />Mayor Capra stated there needs to be proof of necessity guidelines, an encroachment <br />agreement, an annual permit, and insurance requirements. <br />Motion by Council Member Terway, seconded by Council Member Paar to direct <br />Planning & Zoning Commission to prepare guidelines regarding bridges – drainage/ <br />easements. All in favor.Motion carried unanimously. <br />Motion by Council Member Lee, seconded by Council Member Terway to defer any <br />action until further notice. All in favor. Motion carried unanimously. <br />2.Mr. Richard S. Carlson & Assoc. Request for Reduction of Letter of Credit <br />nd <br />(Hunters Crossing 2 Addition) <br />This item was considered later in the agenda. <br />3.Sedona Homes (Centerville Office Park) – Comprehensive Sign Plan <br />This item was considered later in the agenda. <br />4. Sedona Homes (Centerville Office Park) – Boundary Landscaping <br />Mr. Larson stated the proposal was reviewed and approved providing they stop at the <br />back of the building so there is room for grading and drainage. The property will be <br />fenced at a later date. Mr. Larson added that Sedona Homes is doing the landscaping at <br />their own expense; therefore, the motion should include that they need to maintain the <br />drainage. <br />Council Member Lakso stated the developer should maintain trees. <br />Mr. Hoeft replied concerns are maintenance and upkeep, and space assessment needs. <br />Mayor Capra stated if encroaching on City property, there must be some kind of <br />agreement. <br />Motion by Council Member Terway, seconded by Council Member Lee to direct <br />Staff to prepare an agreement approving Sedona Homes (Centerville Office Park) <br />boundary landscaping with the stipulation the developer maintains drainage and <br />trees at their expense, and then to the association, as presented. All in favor. <br />Motion carried unanimously. <br />3.Sedona Homes (Centerville Office Park) – Comprehensive Sign Plan <br />Mr. Larson stated the Planning Commission recommended approval of a proposed <br />internally lit, monument type sign with a changeable board, a second sign in phase II; and <br />a sign on each building space with the name of the tenant. <br />Page 6 of 12 <br /> <br />
