will be to respond to Met Council comments when they are received, then hold a public
hearing and have final adoption by the Council.

Same. Water Emergency and Conservation Plan. We have filed a copy with Met Council
for review.

Same. Public Works Facility. The move of Public Works is complete. Dennis Shudy has
completed his work except for some final paperwork with Rice Creek Watershed Distrct.
There appear to be some issues with two or three concrete driveway sections where "bird
baths" are present. We will likely have these corrected under the agreement warranty, in
the spring of2009.

City Code. P&Z completed a hearing on November 3 and recommended adoption of the
proposed Code changes in Chapters 150-154. City Attorney Glaser is working on
amending ordinances to update Chapters 10-154. Ordinances to amend the City Code up
through Chapter 93 should be on your next agenda.

Storm Damage to City Buildings. We believe that all of the storm damage to city
buildings is complete. Paul Palzer is making final inspection this week. We anticipate a
partial pay request for your next meeting with final payment and closeout in December.

Same. Community Signs. Staff was directed to look at the budget to see the impact of
putting one sign in next year. We will also look at the 2008 budget to see if any funds
might remain that could be used for that purpose. I am still trying to nail down easements
for all of the entry signs. Brent Meyer has signed an easement for the south entry sign on
Centerville Road. I still need to get an easement from David Vickers to make sure
something would not be built or planted in front of the sign on their property. I have sent
a draft easement to Main Street bank and asked them for action as soon as possible, since
that is the sign you wish to focus on. The location on 20th Avenue will soon have a new
owner and I am optimistic that they will work with us.

Same. City Hall Sign. This was discussed by Council and tabled for the time being.

Building Permits. We have now issued over 1330 permits for new roofs and siding.

State Audit. Mayor Capra, John Meyer and I, together with Steve McDonald of Abdo
Eick and Meyer, met with representatives of the State Auditor's Office, last week to share
our concerns with the potential cost of the audit and the uncertainty of whether there
would still be a need for the annual private audit for 2008. The State Auditor's Office
doesn't seem to want to do the annual compliance audit, and even if they were to do it,
we would not expect the report until at least late summer. The due date for submitting the
annual audit to the State is July 1,2008. We will be hearing back from them within a
week or two after they meet with representatives of the petitioners.

END.
