Same. Drainage issues. Council authorized reimbursement to St. Gen's up to $2000 to
have their engineer look at our plans for their drainage pond. We received a letter this
week with their comments. The main issue remaining is getting assurance for St. Gens
that that they will not be harmed by giving up the pond and later having Rice Creek
Watershed District impose additional requirements. We have submitted information to
RCWD asking for their comments on this issue.

Grants. Good news. It appears that John has been successful in securing another grant for
downtown. We have received preliminary approval of a Livable Communities
Demonstration Grant in the amount of$763,100 to facilitate the redevelopment of Block
8. This together with the DEED grant that was committed earlier, should make it
possible to move forward on this part ofthe downtown. John will forward the approval
recommendation that is going to the full Met Council Board on December 10.

We understand that further DEED grants would not be considered until we spend down
the first one.

John is working on the Safe Routes to School Grant application for the tunnel under
CSAH 14 at Clearwater Creek. This will likely be the final opportunity to get this done
before the highway is complete. Doug Fischer signed off on the grant, but would not be
interested after the wear course pavement is on the roadway next year. Even if we are
successful, the grant is limited to $175,000, less than half of the estimated cost. Most
likely we would need to secure additional funding from other sources, as it may be
difficult for the city to justifY paying the entire remaining amount. The estimated cost is
around $600,000.

Hidden Spring Park
Veit Construction contract is being closed out.

CSAH 14.
Same. Mike Kelly provided his written report with the costs for acquiring the surplus
parcels on the CSAH 14 project. The cost for the Block 3 and Block 9 surplus parcels
will be about $161,000 after contributing property to right of way. The property included
will be the LaMotte Store site, the comer where the Paul Steffel Insurance is now located
and at no cost are the remnant parcels next to the lake and near the new downtown pond.

Downtown area streetscape improvements are now predicted to be done by about
November 21. We have discussed having a short lighting ceremony which might be part
of a Christmas holiday kickoff promotion.

Excavation and sand base is being installed in the westbound half of the roadway and
streets and driveways on the north side of the roadway will be extended before the project
is shut down for the winter.

Miscellaneous.
Comp Plan. Bonestroo planners hafe submitted our plan to Met Council for review. We
will wait for their action before doing anything further with the plan. The remaining steps
