<br />(I) Drainage ditches or channels shall have a minimum gradient of one percent; <br /> <br />(2) Open watercourses shall have adequate capacity and erosion control to ensure safe and <br />healthful disposal of stormwater; <br /> <br />(3) When topsoil has been removed from the surface of a lot on a slope where erosion will <br />cause a displacement of loose material, the subdivider shall be required to seed or provide other means <br />to prevent the wash from damaging adjacent property or accumulating on street surfaces; and <br /> <br />(4) Design of storm drainage facilities shall be compatible with adjacent areas, including the <br />extension of abutting existing storm sewers. Design of all drainage structures shall be based on the 5- <br />year occurrence for design intensity using runoff coefficient and concentration times as determined by <br />the City Engineer. <br /> <br />(D) Water supply. Where public water supply is available, as determined by the Council, the <br />subdivider shall connect to the public water supply and construct a system of water mains with a <br />connection for each lot. The minimum size of water mains shall be six inches and the minimum size of <br />private water services shall be one inch. Water mains and services for commercial and industrial uses <br />or for the extension of major trunks shall be determined by the City Engineer. If private wells are to be <br />permitted, they shall be constructed in conformance with City Code and Minnesota Statutes and Rules. <br /> <br />(E) Sewers. All plats within the urban service area shall be connected to the municipal sewer <br />system. <br /> <br />(F) Utilities. Every lot in a subdivision shall be capable of being served by utilities, and <br />easements acceptable to the utility companies shall be provided. Electric, gas and other utility <br />distribution lines shall be installed within public rights-of-way or within properly designated <br />easements. All utilities in new subdivisions shall be placed underground. To the fullest extent possible, <br />underground utility lines shall be installed within the right-of-way adjacent to but not beneath existing <br />and proposed paved areas. <br /> <br />(I) Street name and traffic control signs. In single- and multiple-family developments, the <br />developer shall install all street name signs and traffic control signs as deemed necessary by the City <br />Engineer. In commercial and industrial developments, the developer shall install all street names signs <br />and traffic control signs as deemed necessary by the City Engineer. <br /> <br />(J) Sodding. The developer must sod the front yard, boulevard and side yards to the rear of the <br />structure on every lot-the balance of the lot shall be seeded. The required sodding and seeding shall be <br />placed prior to occupancy. An escrow deposit shall be submitted to the city in a dollar amount <br />sufficient to guarantee the required sodding. <br /> <br />153.45 PLANNED MANUFACTURED HOME DEVELOPMENTS <br /> <br />The following requirements shall apply onlv to manufactured home developments. parks and/or <br />cooperatives of a common owner( s) or ownership scheme. and/or which construct shared facilities.
